Make GrColorSpaceXform a wrapper over SkColorSpaceXformSteps, and
removed the xform cache. The shader code does up to five steps to
correctly transform (unpremul, linearize, gamut, encode, premul).
Remove all clamping, so we can support sRGB encoded F16.
Most of https://skia-review.googlesource.com/c/skia/+/132090,
except that GrNonlinearColorSpaceXformEffect is still used for
SkColorSpaceXformCanvas and a few other places. As a result,
this doesn't trigger any layout test failures.

This simplifies the handling of paint color conversion, as well as
GrDrawVerticesOp and the default geometry processor. We don't need
to track "linearize" separate from the color space xform. We only
supply an xform if needed. The linearize is now done automatically
by the xform, though we aren't converting to destination gamma.

It was already safe to call setData without (redundantly) checking
isValid, so remove those. Made the emitCode helpers safe, too, so that
we only need to check for isValid in one spot. Then, because it made
more sense, invert the logic and rename it to isNoop().

Since Ganesh no longer will allocate mips late, this gives the clients a
way to tell skia that they want the texture they will be using to have mips.
It also supports allowing a client to take a non mipped texture backed
image and turn it into a new image which is mipped and texture backed.

1) Make GrMesh track whether primitive restart should be enabled.
2) Make GrGLProgram track program attributes.

GrVkPipelineState.h
Make GrGLProgram and GrCkPipelineState cons. public and remove builder friendship.
Neither GrGLProgram nor GrVkPipelineState need to know their Desc so remove it.
Move the VK desc subclass defn. to GrVkPipelineStateBuilder since it needs it while
GrVkPipelineState does not.
Some IWYU improvements.
Move declaration of the built-in uniform struct to GrGLSLUniformHandler.h from GrGLSLProgramBuilder.h.

A system for building glyph runs. In the future the builder will
only live in canvas, but it's internal structures facilitate
interacting with the cache a single glyph at a time. When all
the bulk code is in place, only runs will be passed around.
Passing the builder down the text draw stack is temporary.

Sometimes the intersection check will miss an intersection (because
floating point). This can leave the active edge list in an invalid
state, where an edge pair is incorrectly ordered. The fix is to test
for edge crossings after testing for intersections, and split the
edges manually. This extra check may result in a performance hit, so
we'll have to watch the perf bots carefully.
