I enabled long filename support (running Windows 10 1709 build 16299.192), did a reboot and I'm still getting this error:

git-annex: ..\..\.git\annex\objects\ada\ebe\SHA256E-s418503869--4ea1d3209d3199fed9b0e75e97cf299f59f37de2f204da2c3192ce04f69677ae.csv\SHA256E-s418503869--4ea1d3209d3199fed9b0e75e97cf299f59f37de2f204da2c3192ce04f69677ae.csv.cache: openFile: does not exist (No such file or directory)
    failed
    git-annex: add: 1 failed

That filename is only 216 characters too... is there any way to diagnose *why* the file creation failed?
