debian packaging: maintain in fish-shell tree
Imported from https://github.com/zanchey/fish-build/ Work on #2020. Note that this is explicitly removed from `git archive` tarballs due to https://wiki.debian.org/UpstreamGuide#Pristine_Upstream_Source
