Note that this is not sufficient to see caching between builds on its own;
currently when any flag changes, the analysis cache is reset. A follow-up
will turn off this behavior when only test flags change while
trim_test_configuration is on.
config_settings which examine test options are treated the same as test rules;
that is, they can only be successfully analyzed at the top level or when
connected to the top level by an unbroken chain of test rules.

This is a precursor to removing the DATA transition outright.
While we could also have changed the Mode.DATA instances to
Mode.TARGET (which would declare that we expect the attribute not
to apply any transition), that would break existing definitions and
make depot cleanup more delicate. Plus, these checks weren't being
consistently applied across attributes anyway so they don't really
offer much. A lot of this logic is really just leftover legacy
from the pre-dynamic configuration days.

For flaky tests, Bazel may have cached information about multiple test attempts. In that case, we might want to post all of them on a subsequent cache hit, rather than posting only the passing attempt.
We currently subclass TestResult inside Google, which overrides the new getCachedTestAttempts method.

When trying to find a runfile on Windows:
1. First look for the runfiles MANIFEST and find runfile locations using this if it exists (current behavior).
2. If no MANIFEST file exists, look for runfiles in the runfiles directory (new behavior).
As part of this, remove setting RUNFILES_MANIFEST_ONLY for the benefit of test-setup.sh. Instead of telling it what to do, it decides what to do based on the observed state of the world. Launchers still set RUNFILES_MANIFEST_ONLY for the benefit of launched programs, since some may depend on this.

SpawnAction.setShellCommand(String) now expects
the shell interpreter's path as an argument. This
change enables two things:
- rules can report an error if the shell is
missing
- SpawnAction no longer has to know about a
default shell
The new ShToolchain class will later also be
responsible for retrieving the active shell
toolchain (added in https://github.com/bazelbuild/bazel/commit/81ed3add408adb20bddbc3ba1818c65806738dc5).
This change brings Bazel closer to not depend on
the shell unless it has to (e.g. to run shell
scripts).

When --nobuild_runfile_manifests is passed, don't create runfiles
input or output manifests at all. This seems better than creating fake
manifest artifacts that are actually a middleman. Fail fast for local
tests and the run command when --nobuild_runfiles_manifests is
passed. (These cases were failing with obscure errors before under
--nobuild_runfile_manifests-I just improved the messaging. See
https://github.com/bazelbuild/bazel/issues/4177.)

Context: java_import or other custom rules (genrules or Skylark) do not propagate coverage information. Coverage metadata is retrieved from the compilation information and it is passed around through providers as Artifact(s). The problem with the current implementation is that there is no way of retrieving instrumentation metadata from arbitrary jars provided by java_import or other custom rules.
--experimental_java_coverage solves the issue presented above ONLY for the java rules (has no effect for android/[]/etc).
Implementation details:
* For each build jar create a .txt file containing the relative path of each Java file. This file is included in the build jar. It is used for recreating the correct path for each covered file when included in the coverage report.
* java_binary/java_test will set 3 environment variables:
1) JACOCO_METADATA_JAR - in experimental mode will be a txt file containing all the jars considered for collecting coverage (JacocoCoverageRunner filters out the ones that don't have .uninstrumented.class files). In non-experimental mode will be a jar containing all the instrumented class files.
2) JACOCO_MAIN_CLASS - The main class to be called for the current coverage run. Previously this information was embedded in the JACOCO_METADATA_JAR's manifest.
3) JACOCO_JAVA_RUNFILES

Blaze had its own class to avoid GC from varargs array creation for the precondition happy path. Guava now (mostly) implements these, making it unnecessary to maintain our own.
This change was almost entirely automated by search-and-replace. A few BUILD files needed fixing up since I removed an export of preconditions from lib:util, which was all done by add_deps. There was one incorrect usage of Preconditions that was caught by error prone (which checks Guava's version of Preconditions) that I had to change manually.
