This is in preparation for adding options to the class, which can be used
to modify the behavior of build events posted to the BEP.

Blaze had its own class to avoid GC from varargs array creation for the precondition happy path. Guava now (mostly) implements these, making it unnecessary to maintain our own.
This change was almost entirely automated by search-and-replace. A few BUILD files needed fixing up since I removed an export of preconditions from lib:util, which was all done by add_deps. There was one incorrect usage of Preconditions that was caught by error prone (which checks Guava's version of Preconditions) that I had to change manually.

If an aspect completed unsuccessfully, there are no artifacts created.
Internally, this is represented by the ArtifactsToBuild object being
a null pointer. When asked for the built artifacts correctly handle
that case and return an empty Collection.

even if occurring for many aspect-target pairs.

Change the BuildEvent interface to accept a generic class of converters.
In this way, we won't have to change it again in the future, once more
converters are needed. In fact, a new converter is needed right now (will
be added in a follow-up patch) to allow build events to know the name of
named artifact groups already reported in the stream.

In this way, we can also report the artifacts generated
by aspects in the build event protocol.
For the time being, those events are reported unsolicitly
(i.e., as children of progress events), but they may be linked
to pattern expansion later.

Not all possible reasons for failure are uniquely identified
by a label. Therefore, add a new data type describing possible
root causes of failures and use it.
The new type is added in causes/*.java and coresponds to Haskell's
one-line definition
data Cause = LabelCause Label | ActionCause Path Label deriving Show
With future clean up of other failure causes inadequately described
by a label, we expect that type to be extended by new constructors
(i.e., new classes implementing Cause).

The headers were modified with
`find . -type f -exec 'sed' '-Ei' 's|Copyright 201([45]) Google|Copyright 201\1 The Bazel Authors|' '{}' ';'`
And manual edit for not Google owned copyright. Because of the nature of ijar, I did not modified the header of file owned by Alan Donovan.
The list of authors were extracted from the git log. It is missing older Google contributors that can be added on-demand.

- Label parsing can be simplified
- lib.syntax is only contains the code for Skylark and is reasonably independent from the problem domain of building things
This change is mostly only changes to imports declarations. The rest is reversing the dependency between :cmdline and :syntax and moving a tiny amount of code between Printer and FilesetEntry and the addition of SkylarkPrintableValue that I couldn't be bothered to separate out into its own change.
