When bootstrapping Bazel, use a proto-compiler from //third_party/protobuf/3.0.0/.
The issue is that the proto-compiler in third_party/protobuf/ (not 3.0.0/) is actually 3.0.0-beta4, which lacks support for proto maps.
This CL will be followed by the removal of the binaries in third_party/protobuf/.
This is a temporary workaround to allow me to submit code that uses proto maps.
