Refactor the rule class provider.
- add a convenience method to make adding options + fragment factories a bit
simpler
- sort the objc rules alphabetically
- split the j2objc rules from the objc rules
- unfortunately, the objc rules depend on the j2objc configuration, so that
has to stay
