Adds apksig ApkSignerTool from AOSP.
This tool supports the APK Signature V2 Schema introduced in Android N.
It will be included with a future android build tools release, at which
time we can remove it from Bazel and require the user to have an
up-to-date android build tools installed.
Commands to build jar:
git clone https://android.googlesource.com/platform/tools/apksig
cd apksig
bazel build apksigner
