Invalidate external repositories when their names change
Without this, old repositories are still cached across the change to
give a name in the WORKSPACE file, which results in annoying warnings.
This should have been included in
a7fea8a1467a89adde75e67bc99bf0e040f71fe9.
Fixes #1166.
