bes: make error handling sane
- refactor the BuildEventServiceClient interface to
report errors via StatusException and InterruptException.
- do the groundwork necessary to do retries based on
rpc status codes.
- improve the execution speed of the
BuildEventServiceStubbyClientTest from 1m5s to 5s.
