runfiles,C++: add a Runfiles* factory method
Implement Runfiles::Create method, which inspects
the RUNFILES_* envvars as well as the availability
of a runfiles manifest or -directory near argv[0],
and creates a Runfiles* object based on that.
Also add documentation and usage examples.
Subsequent commit will add integration tests.
