bazel,tests: allow empty TMPDIR in test
Allow the `$TMPDIR` to be empty in
//src/test/shell/bazel:bazel_rules_test.
This used to be the case before commit

Bazel only guarantees to set TMPDIR for locally
executed tests, but not (to my knowledge) for
remote execution.
