Revert last rev: it changed the default behavior (which could be
easily corrected), and it caused zwgc to read /etc/athena/zephyr.vars
and .zephyr.vars for each incoming packet, which is both a performance
issue and a source of unpredictability if the user loses access to his
or her homedir.
Note that the underlying privacy issue remains a problem.
