Basic while loop gradient functionality in C++
This change introduces the basic framework to create the gradient
graph of a while loop using the C++ API. This supports building the
gradient graph as long as the body function of the while loop contains
no ops whose gradient function requires a stack. In other words, it
doesn't support gradient functions that use the input values to the op
(e.g. add will work, but multiply will not). It also doesn't support
nested while loops, and doesn't detect all error cases.

Support export strategies in _TrainingExecutor.
One could set export strategies to the EvalSpec. An exception is raised if the type isn't export_strategy.ExportStrategy. During continuous evaluation, export strategies are going to be triggered. They in turn call Estimator's export_savedmodel.

Use identity of param variable in cudnn_rnn.RNNParamsSaveable instead of parameter
variable directly. The RNNParamsSaveable is usually used in a graph which also
has a saver for the cudnn param variable itself, if the same op is used for
both, fails with a two savers for same op error.

C API: Groundwork for experimenting with TF_Tensor in device memory.
TF_Tensor objects are always backed by host memory. This commit lays
the groundwork for allowing TF_Tensor objects to refer to tensor data

Highlight incoming/outgoing edges on hover in HLO graphviz dumps, and other improvements.
Other improvements:
- Don't show tooltips for nodes and clusters. Previously we'd show a
tooltip containing a pointer value expressed as decimal. Not so
useful.
- Show tooltips on edges with the to/from node names.
- Fix bug wherein if we had
- a node at the "edge" of the graph (so its operands aren't included
unless they're referenced by another node),
- with all of its operands included in the graph save one or more
constants, and
- those constants weren't referenced by any nodes not at the edge of
the graph,
we would incorrectly draw the node as "grayed out", indicating that
one of its operands (namely, its constant operand) wasn't present in
the graph.
This is wrong because constants are inlined into their users, so they
should always count as "displayed" for the purposes of determining
whether a node is grayed out.

[OpenCL] Fixes CUDA specific test run on SYCL (#56)
The testBadParentValuesOnGPU should only be run on CUDA devices, as the
test checks for particular CUDA behaviour. We don't actually provide a
SYCL kernel for GatherTree and so it's not a problem that the tests
don't target SYCL.

Fix mac build
clone from meheff's change:
[XLA] Change return type of DeviceAssignment::Deserialize to fix build
breakage on mac.
The mac build had the following error:
error: incomplete type 'xla::DeviceAssignment' used in type trait
expression
This was due to a static method returning a StatusOr<DeviceAssignment>
inside of the definition of DeviceAssignment.

This name property is used in many existing tests including those that

Previously we didn't have an implementation of BatchNormInference and BatchNormTraining, which gives a linker error if anyone ever tries to call that. A dummy implementation is friendlier than a linker error.

Errors during graph construction are held in the Scope.
This makes the op construction code mode compact and nestable
as errors do not _need_ to be handled on every op addition.
To help ensure that the client does not miss the error completely,
the Scope is treated as a "builder" of Graphs, and once the Graph
is extracted from the Scope (using Scope.Finalize), the Scope is
rendered useless.
To help tracing failures to the op, the error stores the stacktrace
pointing to when the error occurred, which will help in identifying
the precise operation that failed.
To use scopes to enhance existing Graphs, the idea is to add
a:

This change fills in the body of the "genop" command-line
tool to generate Go wrapper functions for each TensorFlow op.
The generated API is as follows:
- One function generated per TensorFlow op
- Arguments to the function are: Scope, all inputs, all required attributes and a variadic list of optional attributes
- Outputs of the function are all outputs and an error
- The optional attributes of each op get their own type (<OpName>Attr)
- And there are a set of factory functions for that type, one for each optional attribute
See genop_test.go for a sample of how OpDefs turn into generated source code.
Operations with either:
(a) Reference typed input or outputs
(b) "func" valued attributes
Are skipped for now. Have to work out the appropriate representation in Go for them.
But a vast majority of operations do not use these, so we skip them.
The "description" and "summary" fields in the OpDef are used to generate documentation comments. However, the OpDef style is to use markdown and so some of that markdown does not end well in Go documentation. Living with that for now.

This includes:
(1) A 'genop' command-line tool that generates Go functions for each TensorFlow op registered in the address space of the process.
(2) An 'op' package that will host these generated functions and some hand-crafted
functions (like Const).
At this time, none of the generated files are being committed.
As a result, the installation instructions in README.md have been updated to
reflect how 'go generate' should be used to setup the 'op' package.
Note that even after this change, packages that clients are expected to
use ('tensorflow' and 'op') do not depend on protocol buffers (github.com/golang/protobuf).
However, the stand-alone command-line tool 'genop' does.
This change is focused on the scaffolding and introduces a dummy code generator.
The real implementation of the code generator will be done in a follow up change
as I wanted to separate these "mechanics" from the "implementation details".
