tfdbg: enable dumping of partition graphs and offline analysis of debug dumps
* Revised debugger_graph_utils and debugger_io_utils to let the GraphDefs (with debug ops) be dumped to filesystem or sent to gRRC stream after the debug-node insertion. GraphDefs are encapsulated in an encoded form inside Event protos, so as to make it possible to send them through the EventListener gRRC service.
* Revised debug_data.DebugDumpDir to handle these dumps. The module is now using gfile, instead of python os.
* Added cli/offline_analyzer.py to allow offline loading of dump directories with dumped GraphDef files and tensors.
* In g3doc/how_tos/debugger, document how to use offline_analyzer.
