Migrate forked TensorBoard build to webfiles
bazel run tensorflow/tensorboard/components/tf_tensorboard_d3v4:index
This will bring up a local web server and display a vulcanized
TensorBoard that is 95% working, with the exception of tf-graph, which
isn't included.
