There is no need to be passing ref's around when we get a GrVkPipelineState
from the cache. We don't track its use on the GPU and we never delete
them from the cache until we are destorying the GrVkGpu object.

Creates a static function on SkImage which converts the SkImage to a
GrBackendTexture. The texture is unowned by Skia, and must be deleted
by the caller. Allows for a no-copy / no-conversion fast path if the
provided image is unowned (unique()) and texture backed.

Specifically this updates the case when we are requesting to use mip
maps but there is already an unmipped version in the cache. Previously
we just grabbed the unmipped.
Now we will create a new mipped resource. Upload the cpu data to all
the levels besides the base, copy the base level on GPU from the
original resource to the mipped one. Then the mipped resource will
take over the originals unique key.

This was created by looking at warnings produced by clang's
-Wzero-as-null-pointer-constant. This updates most issues in
Skia code. However, there are places where GL and Vulkan want
pointer values which are explicitly 0, external headers which
use NULL directly, and possibly more uses in un-compiled
sources (for other platforms).

The ultimate goal is to end up with "float" and "half", but this
intermediate step uses "highfloat" so that it is clear if I missed a
"float" somewhere. Once this lands, a subsequent CL will switch all
"highfloats" back to "floats".

SkFAIL is a legacy macro which is just SK_ABORT. This CL mechanically
changes uses of SkFAIL to SK_ABORT in preparation for its removal. The
related sk_throw macro will be changed independently, due to needing to
actually clean up its users.

On desktop, this saves just over 5% of the time in the SkSL compiler.
As written, the code will now build either way, so it's much easier to
switch back (or even have some platforms use SkString, if that's ever
required).

Adding this extra field to the CommandBufferInfo may or may not have led to a memory regression.
Remove it until it is actually needed.
