Expand the sweep gradient definition to include a color stop angular range ([0, 360] by default).
Color stop positions in [0,1] are mapped to this range, and drawing outside is controlled by a
tile mode param.
This is closer to the CSS gradients spec and allows us to use fewer color stops in Blink conic
gradients.
Impl-wise, the remapping is effected after t calculation, and before tiling.

This is prompted by a bug in vc++ reported at
https://developercommunity.visualstudio.com/content/problem/86829/constexpr-initializing-struct-in-union-only-zero-i.html
Visual C++ will not properly constexpr initialize a struct inside a
union. Removing this construct also allows us to avoid writing and
reading from different members of a union.

If the path says it has more points/verbs/etc than the buffer could

I've uploaded SkPaint.h as written by bookmaker.
I'm looking for feedback about the style and
content of this generated documentation.
One bug I know about: Doxygen has long comments before enum and
struct members, and short comments on the same line as those
members. If the documentation mixes these, the result looks
confusing. Still thinking about how to handle this.

All these std::function instantiations fill the object files up with
almost 1MB of boilerplate generated code. I think we can do better by
implementing GrGLFunction as its own std::function-like type with much
less overhead, bringing the total object file size down to about 200K.
This reduces DM from 28780344 to 27726144 on my Mac, a touch above 1MB.
