SkPDF: allow PDF module to be disabled in DM and SampleApp
To disable PDF:
GYP_DEFINES='skia_pdf=0' bin/sync-and-gyp
ninja -C out/Debug dm SampleApp
When disabled, SkDocument::CreatePDF() always returns NULL.
