Removing tracking of whether GP/FP coverage calculations are used by XP.
Remove readsCoverage from GrPipelineOptimizations
Remove kNone from GrDefaultGeoProc::Coverage
Remove kIgnoreCoverage from GrXferProcessor::OptFlags
Remove GrPipeline::fIgnoresCoverage
