Move pipeline handling out of GrMeshDrawOp.
The monolithic GrPipeline is moved to a subclass GrLegacyDrawMeshOp. The pipeline used to record a GrMesh draw in a GrMeshDrawOp must now be passed rather than implicitly using the op's pipeline.
