Extract the spinlock from SkOnce as SkSpinlock.
This uses slightly newer APIs from SkAtomics.h to make it a bit more efficient. No public API changes. TBR=reed@google.com BUG=skia: Review URL: https://codereview.chromium.org/1039323002
