Move SkShader::fLocalMatrix into SkShader constructor.
As a first step towards removing SkShader::setLocalMatrix, which will make SkShader thread-safe, remove calls to setLocalMatrix that happen immediately after the shader is being created. Instead, pass the matrix into the constructor or factory method.
