test-lib.sh: pass 'NOTMUCH_NEW's args down to 'notmuch new'
Obviates the need to create a 'NOTMUCH_NEW' clone which runs
'notmuch new --debug'. This will be used in a later patch.
Doesn't cause any issues for other tests.
