Handle EROFS/ETXTBSY as permission denied in `fileAccess` (re #8741)
This extends `System.Posix.Files.`access` to map EROFS & ETXTBSY to
mean permission denied just like EACCESS.
Based on a patch by Alain O'Dea and comments by Duncan Coutts
