Tightly integrate the Python plugin with its protoc
This grossly simplifies the protoc invocation to:
python -m grpc.protoc.compiler --python_out=... --grpc_python_out=...
[...] --plugin=protoc-gen-python-grpc=grpc_python_protoc_plugin... [...]
