First my release scripts apparently broke and didn't upload the last 2 releases there. Then when I manually fixed that, hackage has been upgraded to a new version, which is broken and will not accept tarballs > 1 mb. So I had to re-upload git-annex hacked to fit in 1 mb (removing all documentation), and I did so from a current git snapshot.
