In the worst case, if we have a TAP at 1 and a TAP at the second-highest limb, we will have to reduce as many times as there are limbs. To prevent quadratic blowup, we short-circuit the repeat_reduce calculation whenever the list of high terms is nil. We deliberately do not support primes with a TAP in the highest limb.
