Follow-up to commit 59f17d6e0550bf63a0b6ef182e2d63474e058ede.
Use try-with-resources to ensure Reader objects
are closed eagerly.
Eagerly closing Readers avoids hanging on to
file handles until the garbage collector finalizes
the object, meaning Bazel on Windows (and
other processes) can delete or mutate these files.
Hopefully this avoids intermittent file deletion
errors that sometimes occur on Windows.

This change reduces the size taken up in the bazel binary by Android tools deploy jars from 38.2 mb to 9.8 mb, which is 15% of the bazel binary size. Also, some minor cleanups of our BUILD files.

single options-base case.
This is to prepare the options parser from making options parser creation exceptions a caught exception. Since all of these classes already have a single options class and used parseAndExitUponError, this allows us to keep behavior consistent between the malformed options-base errors and the incorrect user-input errors.
All the other uses of the options parser in //src/tools already throw sufficiently broad exceptions to not need this.

The option filters proto dependency can be removed from the OptionsParser. This is in response to option parser users that want to avoid the bazel-internal proto file in their dependencies.

This makes Android builds slightly faster and avoids the "Modification date is in the future" warnings by javac and removes the sources of devtools/common/options from the binary.

The headers were modified with
`find . -type f -exec 'sed' '-Ei' 's|Copyright 201([45]) Google|Copyright 201\1 The Bazel Authors|' '{}' ';'`
And manual edit for not Google owned copyright. Because of the nature of ijar, I did not modified the header of file owned by Alan Donovan.
The list of authors were extracted from the git log. It is missing older Google contributors that can be added on-demand.

This is not really nice, there are several hacks there. This
repository will get removed in the future and linked to a
remote one instead. I tested it against the tutorial and
it works like a charm. mobile-install seems like to work,
maybe that's also fixing the last issue reported in #392.
Known issue: Java compilation output errors about files being
modified in the future.
