As of unknown commit, internal_bootstrap_hack no longer appears
in any BUILD files, so once that CL is clearly landed (without
rollback) we should be able to submit this CL.
There are still some users who set
--experimental_js_proto_generate_js_even_for_bootstrap (including
tools/blaze.blazerc), so we can't remove that flag until all
references are removed.

With this cl toolchain author can specify different flags for linking shared
library produced by cc_library and a shared library produced by cc_binary.
This is what is needed to remove linking_mode_flags - MOSTLY_STATIC_LIBRARIES
from the crosstool. What this linking mode was used for was to separate when we
link transitive shared library from cc_binary and when we link this
little-and-not-really-useful-outside-of-bazel nodeps shared library in cc_library.

The skylark implementation of git_repository is a drop-in replacement
for the native workspace rule. So deprecate the latter to avoid having
two implementations of the same. Also, the native rule pulls in quite
some dependencies.

This is a change from behavior introduced in unknown commit, which was added to preserve determinism even though the ordering of dicts in Python is non-deterministic. Now that we don't call into Python anymore, this is not necessary.
RELNOTES[INC]: The order of dict-valued attributes is now the order in the BUILD file (or in the Skylark dict they were created from) and not lexicographically sorted.

Since the skylark implementation of http_archive provides all
the features available in the native http_archive and a few
more (patching), there is no need to have to rule implementations
doing the same thing. Hence deprecate the native one as part
of our plan of moving more functionality to skylark.

Memory increase should be minimal because there aren't that many environment groups, but it's further minimized by breaking an inner class UnpackagedEnvironmentGroup out of EnvironmentGroup. Previously, each EnvironmentGroup cost 40 bytes (24 bytes for first three fields, 8 for next two, 8 for last field because of alignment). Each UnpackagedEnvironmentGroup costs 32 bytes (4 fields), while the EnvironmentGroup now costs 24 bytes. So a loss of 16 bytes per EnvironmentGroup: shouldn't be noticeable.

Prior to this cl CompileCommandLine would (almost) unconditionally emit -c and
-o flags. This cl removes this logic and relies on crosstool to emit these
flags. This is another small step towards platform independent C++ rules.
Memory use is not affected, since the build variables used by this cl are already
exposed, this cl just forces crosstools to use it.
