This class represents a root (such as a package path or an output root) used for file lookups and artifacts. It is meant to be as opaque as possible in order to hide the user's environment from sky keys and sky functions.
Roots are used by RootedPaths and ArtifactRoots.
This CL attempts to make the minimum number of modifications necessary to change RootedPath and ArtifactRoot to use these fields. Deprecated methods and invasive accessors are permitted to minimise the risk of any observable changes.

An option has precedence over previous options at the same enum-valued priority. Track its placement in this ordering explicitly.
This will allow after-the-fact expansion of expansion options such that they correctly take precedence or not compared to other mentions of the same flag. This is needed to fix --config's expansion.

Accept an ExtendedEventHandler in ProjectFileSupport, and use an
ExtendedEventHandler in BlazeCommandDispatcher that captures the posts, and
delay posting the GotProjectFileEvent until the initialization is complete.
This is a small step towards simplifying the BlazeModule API - the plan is to
merge beforeCommand, checkEnvironment, and handleOptions into a single method,
but introduce a new method (commandInit) to participate in the early command
initialization.

Reading project files happens very early in the command initialization, and
my plan is to change it so CommandEnvironment is created after we did that; the
reason for that is that it makes the options final upon CommandEnvironment
creation, which in turn allows simplifying the BlazeModule API.
Since we no longer need a CommandEnvironment, or a BlazeWorkspace, or a
BlazeRuntime, make the ProjectFileSupportTest a unit test.

'create' method.
This paves the way for changing PathFragment to e.g. an abstract class with multiple subclasses. This way we can split out the windows-specific stuff into one of these concrete classes, making the code more readable and also saving memory (since the shallow heap size of the NonWindowsPathFragment subclass will hopefully be smaller than that of the current PathFragment).
This also lets us pursue gc churn optimizations. We can now do interning in PathFragment#create and can also get rid of unnecessary intermediate PathFragment allocations.

The headers were modified with

And manual edit for not Google owned copyright. Because of the nature of ijar, I did not modified the header of file owned by Alan Donovan.
The list of authors were extracted from the git log. It is missing older Google contributors that can be added on-demand.

This involved quite a few changes, mainly changing a bunch of places where we refer to packages by a PathFragment to PackageIdentifier.
The only wart is the code in PathPackageLocator: ideally, it would just call into PackageLookupFunction. Unfortunately, it is (through globbing and Parser.include) called from within a Skyframe function, and we don't want to have two eval() calls going on at the same time, so we cannot use that.
There is a potential correctness issue there: PathPackageLocator now assumes where external repositories are put and assumes that they are there when it gets control, but my understanding is that the associated RepositoryValue is always evaluated before, so it works out okay.
