Now that the experimental_ui is enabled by default in commit
784bb52613feb484221c3aa6756de, we do not need to enable it in the
(recommended) bazelrc file anymore. While there, also move the default
number of actions shown in the experimental_ui to the flag default.

These are similar, no need to have both fields. Removing the "DOCUMENTED" default, the absence of UNDOCUMENTED will be used instead.
Since requiring a documentation category for undocumented options doesn't make sense, list that as one of the OptionDocumentationCategories, but list HIDDEN and INTERNAL as part of OptionMetadata. These options should list UNDOCUMENTED as their category.

bazel prints all the progress to stderr, yet the decision to switch between
"smart" and "dumb" output modes is done based on the stdout and stderr
connected terminals. That breaks for a command like this:
bazel query 'something' | wc -l
Even though all the progress is still output to the terminal through stderr,
bazel switches to "dumb" mode, printing progress messages one per line.
It seems reasonable to make the "smart"/"dumb" output mode decision based on
the stderr only.
Tested:
With the change "bazel query '...' | wc -l" prints "smart" progress messages.

Move the default from the annotation to every mention. This makes the incompleteness explicit. Will add the defaults to test targets in a separate change.
Once all dependencies are cleaned up, the Option annotation will no longer allow options without the documentationCategory or effectTag, to prevent new options being added without categories while we migrate to the new option categorization.

Add an option allowing to set a hard limit on the number of characters
bazel will write to stdout/stderr (combined). In this way, it can be
avoided to overwhelm the user with information (especially, if the
invocation of bazel is wrapped in some way). Once the limit is approaching,
bazel will try hard to meaningfully reduce the output, but will ultimately
resort to just dropping output completely.

Currently, the experimental UI always shows the 3 oldest, still running actions.
While this seems a reasonable default, some users requested to be able to change
the number of actions shown. Hence replace the hard-coded value by a flag.
While there, also fix an off-by-one error in deciding when to put the ellipsis
symbol.

By enabling this option (default is off), a new, still experimental
UI will be used. As it is developped from scratch, this commit simply
implements a UI that does not produce any output at all.

The headers were modified with
`find . -type f -exec 'sed' '-Ei' 's|Copyright 201([45]) Google|Copyright 201\1 The Bazel Authors|' '{}' ';'`
And manual edit for not Google owned copyright. Because of the nature of ijar, I did not modified the header of file owned by Alan Donovan.
The list of authors were extracted from the git log. It is missing older Google contributors that can be added on-demand.
