Consumers using spawn action builder now have access to handy overloads that behind the scene do a lazy String.format. In 95% of cases progress messages are expressible as 0, 1, or 2 argument String.formats.
This saves memory because the format string is constant and shared between all actions, and the captured subjects are usually live on the heap anyway (eg. labels).
Skylark still computes its progress messages eagerly. If we want similar savings there I'd have to follow up with a Skylark proposal.

This cl changes copts to be immutable (and changes addCopts methods into
setCopts, so it's simpler to reason about copts) and exposes copts as a build
variable. It also introduces CompileBuildVariablesTest, similar to
LinkBuildVariablesTest, to test that right build variables are exposed for right

This is part of the crusade to kill package loading in configuration creation.
AppleConfiguration still retains the version information for the following reasons:
- Some Skylark rules access it that way. The plan is to create an xcode_config_alias() rule that can be an implicit dependency of Skylark rules and to export the version information to Skylark from XcodeVersionsProvider.
- The minimum OS version is part of the name of the output directory. The plan for that is simply to remove it. Hopefully we can get away with it.
- They allow us to add assertions to make sure the new mechanism works like the old one.

In this commit:

These are similar, no need to have both fields. Removing the "DOCUMENTED" default, the absence of UNDOCUMENTED will be used instead.
Since requiring a documentation category for undocumented options doesn't make sense, list that as one of the OptionDocumentationCategories, but list HIDDEN and INTERNAL as part of OptionMetadata. These options should list UNDOCUMENTED as their category.

Java compile actions create unnecessary wrapper objects around a shared constant object. We can share the ActionEnviroment between these actions.

Some of the callers are not using the proper one from the configuration, and
are thus ignoring --action_env. Some are only using part of the configuration's

This cl promotes //tools/osx/crosstool to be fully specified on its own, without
any blaze patches needed. While at it, I (think I) unified objc and c++ coverage
