When --trim_test_configuration is on and the only options which have changed
are from the (trimmed) TestOptions (not counting trim_test_configuration itself),
preserve the analysis cache rather than dropping it all.
This means that as long as no non-test options change, non-test rules will
not need to be reanalyzed. This also applies to test rules which were
analyzed with this configuration since the last time non-test options changed.
For example:
--test_arg=A //test (//test and its dependencies are analyzed)
--test_arg=B //test (only //test is reanalyzed)
--test_arg=A //test (no reanalysis needed)
--test_arg=A --define=Test=A //test (full reanalysis)
--test_arg=A //test (full reanalysis)

Note that this is not sufficient to see caching between builds on its own;
currently when any flag changes, the analysis cache is reset. A follow-up
will turn off this behavior when only test flags change while
trim_test_configuration is on.
config_settings which examine test options are treated the same as test rules;
that is, they can only be successfully analyzed at the top level or when
connected to the top level by an unbroken chain of test rules.

The idea is that rule sets should record what builtin providers (types, not instances) they use, as opposed to having a static registry the way we do for @SkylarkSignature builtins. (It'd be nice for the latter to not be static one day.)

This migrates the config_feature_flag implementation over and removes the
old flag (which was not used except to test it). Fare thee well, old flag.
