Not all possible reasons for failure are uniquely identified
by a label. Therefore, add a new data type describing possible
root causes of failures and use it.
The new type is added in causes/*.java and coresponds to Haskell's
one-line definition
data Cause = LabelCause Label | ActionCause Path Label deriving Show
With future clean up of other failure causes inadequately described
by a label, we expect that type to be extended by new constructors
(i.e., new classes implementing Cause).

Technically, jformatstring has no problem because we were shiping the source

This change implements a remote worker that executes work (build or test).
Bazel will be a client of the remote worker. The communication uses gRPC
and Netty as transport.
A single remote worker has little advantage over running locally. Additional
infrastructure is needed to run workers on multiple machines and distributing
the work among them.
This change provides the basic building blocks for a distributed build farm.

As select statement requires to have all dependencies
resolved, we need to have all tooling of objc target
when doing a select if such targets are in the non
selected condition. This will enable to build
conditionally iOS targets only if we are on OS X.
This will permit to remove one of our hack from the

Along the path, fix the build for JDK 7 and get rid of
most ugliness in the JDK 7 build. Now simply setting
JAVA_VERSION to 1.7 will build a JDK 7 compatible version.

While the basics for fixing the build is easy (just a few typos in packages building), fixing the test is a bit more tricky. I see only one solution for fixing the test: use a select statement that would select the good bazel version but that would always pull JavaBuilder as an external dependency when we do test.
Better roll this back then check the JavaBuilder 0.1.0 as a binary in third_party before rolling forward (a similar change is still needed to decouple running the test and building the binary for JDK 7)

The immmediate reason for this change is that we also need to add gRPC support to the proto rules, and we don't want to also support gRPC in a half-baked way.
This makes the Bazel binary much smaller and avoid giving false signals that we (for now) support protobuf compilation. The protobuf rules are only for compiling Bazel itself.
