This change prepares `tf.data` for TensorFlow 2.0, where `tf.contrib` will no longer exist. It retains the pre-existing endpoints in `tf.contrib.data` with deprecation warnings.
Note there are some exceptions to the move:
* Deprecated symbols in `tf.contrib.data` have not been moved to `tf.data.experimental`, because replacements already exist.
* `tf.contrib.data.LMDBDataset` has not been moved, because we plan to move it to a SIG-maintained repository.
* `tf.contrib.data.assert_element_shape()` has not yet been moved, because it depends on functionality in `tf.contrib`, and it will move in a later change.
* `tf.contrib.data.AUTOTUNE` has not yet been moved, because we have not yet determined how to `tf_export()` a Python integer.
* The stats-related API endpoints have not yet appeared in a released version of TensorFlow, so these are moved to `tf.data.experimental` without retaining an endpoint in `tf.contrib.data`.
In addition, this change includes some build rule and ApiDef refactoring:
* Some of the "//third_party/tensorflow/python:training" dependencies had to be split in order to avoid a circular dependency.
* The `tf.contrib.stateless` ops now have a private core library for the generated wrappers (and accordingly are hidden in their ApiDef) so that `tf.data.experimental.sample_from_datasets()` can depend on them.

self.test_session() has been deprecated in 9962eb5e84b15e309410071b06c2ed2d6148ed44 as its name confuses readers of the test. Moving to cached_session() instead which is more explicit about:
* the fact that the session may be reused.
* the session is not closed even when doing a "with self.test_session()" statement.

Small eager execution fixes: omits op names, and sets a unique shared_name for each table by default to prevent automatic sharing (since there's no op name uniquification).
There are some TODOs about the shared_names, since eager execution's kernel caching will cache a new kernel for each shared_name. Only an issue if tables are created in a loop (and variables have the same issue; still on my list to fix that too).

More of the shape inference can be done in C++-land, which may help grappler
do its thing. Also fix a bug where keys.dim_size(0) was being requested even
when keys.dims() == 0
[this should probably lead to DCHECK failure, but doesn't seem to].

Add int32/string k/v support for tf.contrib.lookup.HashTable
This fix tries to address the issue raised in #20869 where there were no int32/string k/v support for tf.contrib.lookup.HashTable. This fix adds the int32/string for the kernel.
This fix fixes #20869.

Revamp CudnnRNN Saveables
1. Use a lossy way to save/restore cudnn biases during checkpointing.
Cudnn uses 2 biases each gate for all RNNs while tf uses one. To allow cudnn checkpoints
to be compatible with both Cudnn and platform-independent impls, previously both
individual bias and summed biases each gate were stored.
The new way only stores the bias sum for each gate, and split it half-half when
restoring from a cudnn graph. Doing this does not cause problems since RNNs do not use
weight-decay to regularize.
2. Use inheritance instead of branching
* Split RNNParamsSaveable to 1 base class and 4 subclasses.
* Extract common routines and only overwrite rnn-type-specific pieces in subclasses.

Add a mechanism for switching between multiple iterators by feeding a handle.
With this change, you can do the following:
1. Fetch a string handle for any iterator, by evaluating the result of
`Iterator.string_handle()`.
2. Define an `Iterator` object based on a `tf.string` placeholder handle.
3. Feed the placeholder using an evaluated string handle to use a particular
iterator in a particular step.
Concretely, this allows you to define two iterators for a training dataset and
a test dataset, and choose which one to use on a per-run basis:

train_iterator = tf.contrib.data.Dataset(...).make_one_shot_iterator()
train_iterator_handle = sess.run(train_iterator.string_handle())
test_iterator = tf.contrib.data.Dataset(...).make_one_shot_iterator()

[TF:XLA] Fix an issue where plugin/Executor backend is used by default when TF
is built from source with XLA support. See Github issue #11122.
The priority of the executor backend is set to be higher than the default (50)
and CPUs (<100), and is therefore selected as the default when tf.device is not
explicitly specified.

Introduce Python-only extensions to the C API
Implements an incomplete version of Operation._add_control_input()
using a new extension to make sure the plumbing works.
This also adds header guards to c_api_internal.h, which were missing. For some reason the missing guards caused problems in the cmake build even though there doesn't appear to be any #include cycles.

[OpenCL] Fixes CUDA specific test run on SYCL (#56)
The testBadParentValuesOnGPU should only be run on CUDA devices, as the
test checks for particular CUDA behaviour. We don't actually provide a
SYCL kernel for GatherTree and so it's not a problem that the tests
don't target SYCL.

Use C API to implement Operation.name property
This name property is used in many existing tests including those that
already run with C API enabled (math_ops_test, framework_ops_test,
session_test, session_partial_run_test, math_ops_test_gpu, etc).

Previously we didn't have an implementation of BatchNormInference and BatchNormTraining, which gives a linker error if anyone ever tries to call that. A dummy implementation is friendlier than a linker error.
