The SkFontData type is not exposed externally, so any method which uses
it can be updated to use smart pointers without affecting external
users. Updating this first will make updating the public API much
easier.
This also updates SkStreamAsset* SkStream::NewFromFile(const char*) to
std::unique_ptr<SkStreamAsset> SkStream::MakeFromFile(const char*). It
appears that no one outside Skia is currently using SkStream::NewfromFile
so this is a good time to update it as well.

Chrome's complex text path uses HarfBuzz OpenType glyph lookup
functions. These do not support glyph lookup in Type 1 / Postscript
fonts and we do not wish to support those in Chrome any longer.
In order to avoid matching fonts against Type 1 fonts possible present
on Linux installations and exposed through fontconfig, this CL filters
those out in Skia's font matching code.
This change might not be desirable for all context in which Skia is
used, hence making it conditional on a Chrome context define.

This adds SK_VERY_LEGACY_CREATE_TYPEFACE which, when defined, provides
only the old interface.
Ideally, everyone would switch directly to SkFontMgr and use one of the
newer calls, but there is currently no path for current users to get
there. This updates all the internals to use SkFontStyle, after
switching these over the higher level APIs can be switched.

To make the family names 'future-proof', we decided to shorten
the name of Noto Sans CJK, which requires a change in the alias
table in Skia.
Chrome OS CL (actually updating the fonts) and Chrome CL (updating the
font preferences on CrOS) are going together with this CL.

TEST=With the above two CLs in on Chrome OS, Noto Sans CJK {JP, SC} are

Uses a mutex to guard construction of the singleton, which initialies
the non-threadsafe libfontconfig. Without this change, the parallel
path ops test runner crashes 6/10 and hangs 2/10 on startup; with this
change, 0/10 problems.

This commit improves SkFontHost_FreeType's support for bitmap fonts,
adding a number of features:
- Intelligent bitmap strike selection.
- Inter-strike bitmap font scaling.
- Colour bitmap font support (FreeType 2.5.0+).

Chrome OS will have Carlito as a metric-compatible replacement for Calibri.
This change has to be combined with a Chrome OS change to add
Calibri and configure fontconfig accordingly.
BUG=280557
TEST=With the CrOS change, a page using Calibri will use Carlito instead of the default fallback font (Arimo in case of English UI).
