This is going to be needed in many more places as I finish connecting the
dots. Even better - I'd like to switch to a world where SkColorSpace !=
nullptr is the only signal we use for gamma-correct rendering, so I can

Functions like GrMakeInfoFromTexture encouraged incorrect code to be
written. Similarly, the ability to construct an info from any GrSurface
was never going to be correct. Luckily, the only client of that had all
of the correct parameters much higher on the stack (and dictated or
replaced most of the properties of the returned info anyway).
With this, I can finally remove the color space as an output of the
pixel config -> color type conversion, which was never going to be
correct.

With sRGB, the noise from dithering is (obviously) non-linear, and
highly objectionable for very dark values. With F16, it's completely

- Sk4f would be my choice, but it's not allowed in include/
- SkColor4f and SkPM4f are specified to be unpremultiplied/premultiplied, whereas GrColor (and GrColor4f) are either, depending on context.
This adds 12 bytes to GrPaint. Not sure if we want to pay that price. The precision loss for a single value (vs. in a gradient, etc...) may not justify changing the storage type here. Easy enough to back that part out, while still keeping the 4f intermediate type for the helper math that it adds, and for storage and parameter passing in other locations.

Many small changes, including a bunch of comments about places where we may be losing information right now. The budgeted flag was not propogated from

- Mac images may end up too bright, if they're correctly tagged as sRGB. That's a sub-set of a much larger issue where L32 mode needs to suppress sRGB -> Linear conversion of pretty much everything.
- Various low-end GPUs (Mali400 Android, iPad4) don't render in sRGB at all, causing tests to produce no output at all.
