Handle negative scale in SkDropShadowImageFilter::onFilterNodeBounds.
Add unit tests for positive and negative scale factors for the two effects that apply a Gaussian blur like this: blur and drop-shadow. The last two assertions fail without the fix in SkDropShadowImageFilter.
