configure: only set NEED_GLOB on Windows
Only set NEED_GLOB on Windows, as currently this has the effect of
compiling win32-only code - and even if that compiled it would not be
used anyway, since mf.c uses glob under "#if defined(HAVE_GLOB) ||
defined(__MINGW32__)".
