### Please describe the problem.
git-annex crashes with "git-annex: createSession: permission denied (Operation not permitted)" when creating the first repository. Trying to start git-annex webapp after that crashes again.

### What steps will reproduce the problem?
* Download standalone tarball
* Unpack
* Go to new folder, call "git-annex webapp"
* Click Make repository 

### What version of git-annex are you using? On what operating system?
git-annex version: 5.20140606-g48793b6
