appstream-util 0.7.16 requires content ratings in all appdata files.
Add one for transmission-remote-gtk.

GTK 3 supersedes libunique, and transmission-remote-gtk no longer
depends on it. Remove it from the build dependencies.

Make the build a bit more hermetic by avoiding application database
updates during the installation phase. (If you use sbuild, you don’t
care, but this should make things a bit nicer for people using debuild
and the like.)

Notably, set a minimum version requirement for appstream-util. Prior to
0.7.2, `appstream-util validate` would complain if your application ID
did not end in `.desktop`. That requirement was dropped as a result of
https://github.com/hughsie/appstream-glib/issues/146;
transmission-remote-gtk began taking advantage of the looser checking
in dd01b099b7f1807999a08b09bbe06ed2d65aeadd.
Also add an explicit dependency on libappstream-glib-dev, which was previously
being pulled in as a transitive dependency.

Upstream started using Git, so we can bind straight to their tags.

This (somewhat unsatisfactorily) also ‘fixes’ Debian #810103.

sid is currently being used as a staging area for the libstdc++
transition (see
<https://lists.debian.org/debian-devel-announce/2015/08/msg00000.html>),
so upload to experimental instead.

Apparently, there’s a build log checker that checks for things like
hardening flags, and it can’t do the check if the flags don’t get
printed.

Users probably aren’t interested in hearing that I blew away
upstream’s debian directory, so move it into debian/changelog.
