As part of this update, GoogleTest is now using the Abseil flags
implementation, and the flags usage_test needs to be modified to pass.
If building with bazel and --define=absl=1 to force GoogleTest to use
Abseil, a WORKSPACE dependency on the abseil branch of the RE2 project
is now required.

Add IsDataEdge() and DataEdgeValue() helper functions.
This moves repetitive logic accessing data edges into its own header, and more strongly defines the notion of what a data edge is, enforcing the internal invariants. This will also be incorporated in optimized Cord iteration logic once CordRepConcat is totally removed from the Cord code.

Make it clear that the probability function given for the zipf distribution is unnormalized, i.e., sum(p(x) for x = 0..k) != 100%.
Quoting Section 7 of the paper cited in the comments, where this formula comes from (emphasis mine): "We will consider the two parameter generalization as defined in Dagpunar [1988] with the *unnormalized* probability function ..."

* Removes inappropriate examples (round-tripping pointers, serialization), for which reinterpret_cast is more appropriate.

* Removes a circular defition of "bitcast" as itself, and instead explains what it does.
* Removes the mathism "for some values of", which is probably not totally accessible to a general audience, and in any case needless verbiage.
* Fixes comments in the example.
* Replaces some colloquialisms with simpler, more direct language.

Abseil's own tests now are disabled if either BUILD_TESTING
or a new option called ABSL_BUILD_TESTING is false.
Additionally, Abseil's CMakeLists.txt no longer re-declares
the BUILD_TESTING option with a value of false.
Abseil had been using just the BUILD_TESTING option, since
the fix for #901. Because setting BUILD_TESTING false still
works to disable Abseil's tests, this change preserves the
behavior asked for in that issue.
Previous to that, Abseil had a project specific flag for
this, as is the typical idiom used in other projects.
The issue with BUILD_TESTING is that it is an all-or-nothing
policy. When Abseil is incorporated as a subproject, the
encompasing project has no convenient way to enable its own
tests while disabling Abseil's.

Make the number of control bytes a constant.
We use a constexpr function because we need to support C++11, which doesn't have inline variables.
The motivation is to avoid future bugs where the number changes and we forget to update all the places it's used.

Skip floating-point edge-case tests when using an x87
32-bit Intel CPUs use 80-bit floats for intermediate values, which can
change the results of floating point computations from what we normally
expect. Identify tests that are sensitive to the x87, and skip them when
we’re on 32-bit Intel.

Use `capacity + Group::kWidth` control bytes instead of `capacity + Group::kWidth + 1`.
We don't use the extra byte - we only need the first `capacity` ones that are valid, the one sentinel byte and then `Group::kWidth - 1` cloned control bytes. For example, in `EmptyGroup()`, where capacity is 0, we use `Group::kWidth` control bytes.
We need to update set_ctrl() to only mirror `Group::kWidth - 1` bytes instead of `Group::kWidth` bytes.
Note: this doesn't actually save memory unless `alignof(value_type)` is one.
Also add/update related comments.

* Add create_lts.py script to to the LTS modification
This is simpler than copybara since very few changes are needed
* Use the default installation paths instead of a versioned path.
If a versioned path is needed, this is easy to change on the commandline.

Accept e.g. ".__uniq" as a valid clone name. Further, bring the implementation
on par with libiberty's demangler grammar.
Clang introduced option -funique-internal-linkage-names that adds the suffix
".__uniq.[0-9]+" to internal linkage functions to give them a globally unique
identifier. The suffix was designed to work with existing demanglers which do
recognize a "_" along with the alphanumeric string. This change enhances the
demangler to allow "_" with the alphanumeric string.
Please refer to libiberty's cp-demangle.c where function d_clone_suffix
implements the demangling of clone suffixes :
1. '_' is accepted as a valid character with the alphanumeric sequence.
2. The alphanumberic sequence is optional.
3. The digit sequence is optional.

Add constructor overloads with signature (Mutex*, const Condition&) to MutexLock, ReaderMutexLock, WriterMutexLock, ReleasableMutexLock, MaybeMutexLock.
These overloads call Mutex::LockWhen, Mutex::ReaderLockWhen, Mutex::WriterLockWhen.
Using the guard classes with these new constructors replaces both manual LockWhen/Unlock sequences and the less-efficient, but popular current pattern of "absl::MutexLock lock(&mu); mu.Await(cond);".

ConvertibleToStringView wastes a lot of cycles initializing members just to reset them immediately after. Only initialize the string storage when needed. This makes StrSplit() 0-30% faster depending on the use case.

Switch clang compiler detection to use to the Bazel supported mechanism
When Abseil launched, we relied on the compiler string "llvm",
which we manually set when we used the automatic crosstool generation
by using the environment variable BAZEL_COMPILER. Today, Bazel detects
clang and automatically sets the compiler string to "clang".

Improve cache-locality for ThreadIdentity and PerThreadSynch.
This is a change based on an observation in RPC benchmarks that shows
significant cycles being spent in waking up a thread, 99.8% of which
was on cache misses. Investigating this a bit more, it turns out to
be due to sharing the cache line with the waiter state.
To fix this issue, the following changes are introduced:
- Reorder fields in PerThreadSync so that it fits in a single cache line
The size of this structure was 80 bytes before this change.
Note: Manually inspected all booleans to make sure they are not modified by
multiple threads concurrently.

Add `absl_btree_prefer_linear_node_search`
Allow keys of `btree_set`, `btree_map`, `btree_multiset`, and `btree_multimap`
to opt-in to linear search (instead of binary search). Linear search was
used previously for arithmetic types with `key_compare` of `std::greater`
or `std::less`.
For example, this would be useful for key types that wrap an integer
and define their own cheap `operator<()`.

Place STL exception functions underneath the ABSL_HAVE_EXCEPTIONS #ifdef.
The STL exception functions are not present in the Android NDK, so Abseil fails to build as part of ANGLE in AOSP. This CL places the various STL exception throwing functions inside #ifdef ABSL_HAVE_EXCEPTIONS blocks so they are removed during Android builds since neither ANGLE nor the NDK support exceptions by default.

changes how non-equality is evaluated
absl::c_mismatch is based on std::mismatch, which requires that its
iterators' reference types meet the requirements of
Cpp17EqualityComparable[1]. The previous CL mistakenly wrote
absl::c_mismatch using `*first1 != *first2` which assumes that the
reference types model std::equality_comparable[2] (which was only added
in C++20).
This CL reverts that behaviour.

Also remove another static_assert from a TODO in cord_internal.h and fix some warnings about calling std::move on a forwarding reference.

Update Linux latest toolchains, most notably to GCC 10.1
This create a new "hybrid" docker image that includes the latest
versions of both GCC and LLVM. Since the LLVM build targets Debian 10,
but Debian 10 uses an older version of libstdc++ that doesn't have
full C++20 support, the easiest solution is to use the GCC/Debian 10
base image from DockerHub and copy LLVM into it.
This also includes fixes to get the build working with the
new toolchains.

Add test cases for two word storage.
Some additional tests were added for other storage kinds as well. These came about after I started to look into a coverage output and noticed that some cases (like reading flag values via reflection) were not covered by this test at all. It does not make sense to just add tests for two word values, so I've covered other storage kinds as well.

Add an option to build Abseil in hardened mode
In hardened mode, the ABSL_HARDENING_ASSERT() macro is active even
when NDEBUG is defined. This allows Abseil to perform runtime checks
even in release mode. This should be used to implement things like
bounds checks that could otherwise lead to security vulnerabilities.
Use the new assertion in absl::string_view and absl::Span to test it.

Deflaking MockingBitGen test. Because MockingBitGen can return random values,
it is inherently flaky. For log-unifrom, 2040 is a common enough value that
tests failed unreasonably frequently. Replacing it with a significantly larger
value so as to be much less common. 50000 is a good choice because it is (tied for) the least likely to occur randomly from this distribution, but is still in the distribution.

Remove construction tests for the internal `CompressedTuple<std::any>` instantiation. This was not guaranteed to work for the reasons that `std::tuple<std::any>` copy construction does not actually work by standard specification (some implementations introduce workarounds for this). In GCC9, `CompressedTuple<std::any>` and `std::tuple<std::any>` both fail for the same reasons, and a proper "fix" requires updating `std::any`, which is out of our control.

Enable compile-time enforcement that absl::Substitute patterns to not contain unescaped $ symbols.
absl::Substitute already considers unescaped $ symbols undefined behavior and crashes when it's passed them in debug builds. Some code isn't ever built in debug mode, though, and inadvertently used some unescaped $ symbols, which led to surprising results. This change will prevent that problem from happening in the future.

Add absl::FunctionRef, a type analogous to the proposed C++23 std::function_ref.
Like std::function, FunctionRef can be used to type-erase any callable (invokable) object. However, FunctionRef works by reference: it does not store a copy of the type-erased object. If the wrapped object is destroyed before the FunctionRef, the reference becomes dangling.
FunctionRef relates to std::function in much the same way that string_view relates to std::string.
Because of these limitations, FunctionRef is best used only as a function argument type, and only where the function will be invoked immediately (rather than saved for later use). When `const std::function<...>&` is used in this way, `absl::FunctionRef<...>` is a better-performing replacement.
