This change introduces the symbol
ABSL_INTERNAL_NEED_REDUNDANT_CONSTEXPR_DECL
to guard redundant declarations of static constexpr data
members that are needed prior to C++17.
This change also introduces the symbol
ABSL_INTERNAL_CPLUSPLUS_LANG, which is supposed to be set
to the same value as __cplusplus, except it uses _MSVC_LANG
on MSVC so that the value is correct on MSVC.
Neither of these new symbols should be used outside of Abseil.
Fixes #1191

A few targets were missing `linkopts = ...` and so were not obeying
the project-wide default settings.
Omit any changes to cctz for now, because it's vendored from another project.

* Avoid warnings due to deprecation of volatile return types.
Also fix up optional_test.cc due to ABSL_USES_STD_OPTIONAL always being
false in its body.

Optimize InlineData representation for cord sampling (cordz)
This CL changes InlineData to allow us to store a (future) Cordz Info pointer directly into the inline representation:
- make InlineData a class that provides a public API to set the active union members (tree or chars) and safely access that data.
- change 'tree' and 'profiled' bits to be the 2 least significant bits, allowing us 62 continquous bits for storing a Cordz Info pointer.

Fix -Wextra-semi issues.
ABSL_COMPARE_INLINE_xxx_DECL may expand to nothing.
That produces structs that have only semicolon inside class declaration.
such struct is not a valid c++ code and fails to compile when -Wextra-semi is turned on.

e5b579f3f1aa598c1f62e71dba7103b98811de59 by Laramie Leavitt <lar@google.com>:
Bugfix: Fix bounds in absl::Uniform where one of the bounds is min/max.
When absl::Uniform(rng, tag, a, b) is called, the tag is used in conjunction with the type to determine whether or not to manipulate the bounds to make them inclusive or exclusive through the uniform_*_bound functions. Unfortunately, at limits of the interval the function was not well behaved.
The previous implementation used wrapping arithmetic. This causes incorrect bounds computation at the extremes (numeric_limits::min / numeric_limits::max) the bound would wrap.
Improve this situation by:
1/ Changing the uniform_*_bound functions to use saturating arithmetic instead of wrapping, thus in the unsigned case, the upper_bound of IntervalOpenOpen for 0 is now 0, rather than numeric_limits::max, likewise for the lower bound.
2/ Adjusting the hi/lo checks in the distributions. When the interval is empty, such as for absl::Uniform(absl::IntervalOpenOpen, gen, 1, 0), the return value is somewhat nonsensical. Now absl::Uniform more consistently returns the low input rather than any adjusted input. In the above case, that means that 1 is returned rather than 2.
NOTE: Calls to absl::Uniform where the resolved upper bound is < the lower bound are still ill-formed and should be avoided.
3/ Adding better tests.
The underlying uniform_*_distribution classes are not affected.

Improve FastUniformBits performance for std::minstd_rand.
The rejection algorithm was too pessimistic before, and not in line with the [rand.adapt.ibits]. Specifically, when sampling from an URBG with a non power of 2 range, FastUniformBits constructed a rejection threshold with a power-of-2 range that was too restrictive.
For example, minstd_rand has a range of
[1, 2147483646], which has a range of 2145386495, or about 30.999 bits.
Before FastUniformBits rejected values between 1<<30 and 2145386495, which includes approximately 50% of the generated values. However, since a minimum of 3 calls are required to generate a full 64-bit value from an entropy pool of 30.9 bits, the correct value for rejection sampling is the range value which masks 21 (0x7fe00000) or 22 bits and rejects values greater than that. This reduces the probability of rejecting a sample to about 0.1%
NOTE: Abseil random does not guarantee sequence stability over time, and this is expected to change sequences in some cases.

Update Abseil's internal Invoke() implementation to follow C++17 semantics.
Starting in C++17, when invoke'ing a pointer-to-member, if the object representing the class is a reference_wrapper, that wrapper is unpacked. Because we implement a number of functional APIs that closely match C++ standard proposals, it is better if we follow the standard's notion of what "invoking" means.
This also makes `absl::base_internal::Invoke()` match `std::invoke()` in C++17. I intend to make this an alias in a follow-up CL.

Add custom sink support for `absl::Format()` through an ADL extension mechanism.
Users can now define

In hardened mode, the ABSL_HARDENING_ASSERT() macro is active even

Removes the static initializer for LookupTables<absl::uint128>::kVmaxOverBase
Uses template specialization to hard code the resulting array.
Static initializers are problematic for a number of reasons. Not only
are they responsible for the static initialization order fiasco, but
they are in the critical path during program startup. For these
reasons, the Google C++ style guide strongly discourages them (and
forbids them when they are not trivially destructible), and Chromium
even has a test forbidding them.

--
fdb3474d76c2ee0371ccdf7593a78137c03a3f58 by Greg Falcon <gfalcon@google.com>:
Step 1 of 2 to fix our CCTZ fork to respect inline namespaces.
CCTZ uses a linker flag to simulate weak symbol support in MSVC. This takes the form of a #pragma that includes the mangled names of two types: the symbol to treat as weak, and the symbol to use as its default value if no override is provided.
When Abseil is configured to use inline namespaces, the mangled names of these symbols change, and the pragma should change to reflect that. Fortunately for us, MSVC name mangling is simple enough that we can generate the needed string literals in the preprocessor.
This CL introduces the new macros; the uses will be introduced in a follow-up CL.

This CL introduces following changes to the class FlagImpl:
* We eliminate the CommandLineFlagLocks struct. Instead callback guard and callback function are combined into a single CallbackData struct, while primary data lock is stored separately.
* CallbackData member of class FlagImpl is initially set to be nullptr and is only allocated and initialized when a flag's callback is being set. For most flags we do not pay for the extra space and extra absl::Mutex now.
* Primary data guard is stored in data_guard_ data member. This is a properly aligned character buffer of necessary size. During initialization of the flag we construct absl::Mutex in this space using placement new call.
* We now avoid extra value copy after successful attempt to parse value out of string. Instead we swap flag's current value with tentative value we just produced.

ce8c9a63109214519b5a7eaecef2c663c4d566df by Greg Falcon <gfalcon@google.com>:
Implement the config options for our four main C++ forward compatibility types.
These options control whether the names `any`, `optional`, `string_view`, and `variant` in namespace `absl` are aliases to the corresponding C++17 types in namespace `std`. By default, we continue to auto-detect the configuration of the compiler being run.
These options are not intended to be modified on the command line (as -D flags, say). Instead, the options.h file can be modified by distributors of Abseil (e.g., binary packagers, maintainers of local copies of Abseil, etc.)
Changing options will change Abseil in an ODR sense. Any program must only link in a single version of Abseil. Linking libraries that use Abseil configured with different options is an error: there is no ABI compatibility guarantee when linking different configurations, even if the Abseil versions used are otherwise exactly identical.

Allow building Abseil as a shared library with CMake.
By default CMake's `add_library` creates the target as a static
library. However, users can override the default using the builtin
CMake option -DBUILD_SHARED_LIBS=ON.
This changes Abseil's CMake to respect this configuration option
by removing the explicit `STATIC` in our usages of `add_library`.

Use explicit static_cast<double> for int64_t to double conversion
This uses an explicit static_cast<double>() in the int64_t to double comparisons in duration.cc's SafeAddRepHi. This satisfies clang's -Wimplicit-int-to-float-conversion warning (with https://reviews.llvm.org/D64666). This may also make it easier for humans to realize that the comparison is happening between two floating point double precision values. It should have no impact on the behavior or generated code.
Tested:
No behavior change

Update iter.position when moving up the tree in rebalance_after_delete.
This field isn't read after the first iteration in rebalance_after_delete, and I think it's not a correctness issue, but it is read in try_merge_or_rebalance and potentially affects rebalancing decisions so it can affect performance. There's also an extremely unlikely potential for undefined behavior due to signed integer overflow since this field is only ever incremented in try_merge_or_rebalance (and position is an int). Basically though, I just don't think it makes sense to have this invalid iterator floating around here.
