Change BadStatusOrAccess::what() to contain status_.ToString()
This ensures that on uncaught exception propagation that would cause program termination, the message contains information on the error which caused the failure.
Lazy initialization of what_ is a value judgement: if most callers are expected to call status() not what(), lazy initialization is correct. If most callers are expected to call what(), it should be initialized on construction to avoid atomic operation overhead.

s/round/rint/ in exponential_biased
`rint` differs from `round` in that it uses the current FPU rounding
mode. It’s thus potentially faster, since it doesn’t have to save and
restore FPU state. It also is more reflective of developer intent –
most developers expect all FPU operations to use the current rounding
mode, and having exponential_biased follow that rule seems ideal.

Skip floating-point edge-case tests when using an x87
32-bit Intel CPUs use 80-bit floats for intermediate values, which can
change the results of floating point computations from what we normally
expect. Identify tests that are sensitive to the x87, and skip them when
we’re on 32-bit Intel.

Mark btree_container::clear() with the ABSL_ATTRIBUTE_REINITIALIZES attribute.
This prevents false positives in the clang-tidy check bugprone-use-after-move;
it allows clear() to be called on a moved-from btree_container without any

Fix CordRepRing diabolical growth
The 'Mutable' function in CordRepRing was over-eager in doubling capacity, which lead to 'ludicrous' growth in the diabolical test case as added to cord_test. This CL fixes the doubling for growing shared reps, and tempers CordRepRing growth for non shared capacity to 1.5 instead of 2, which is more inline with a conservative growth we also have in tree cord.
After this change, CordRepRing no longer swamps the heap into the shadow realm, and is in effect reducing the memory used compared to the tree implementation. With a diabolical 5000 bytes growth pattern:
Tree cord: 1523520 bytes
Ring cord: 274232 bytes

Rearrange InlinedVector copy constructor and destructor to treat
a few special cases inline and then tail-call a non-inlined routine
for the rest. In particular, we optimize for empty vectors in both
cases.
Added a couple of benchmarks that copy either an InlVec<int64> or
an InlVec<InlVec<int64>>.

call added in that case. We decided this is a good tradeoff given the code
size reductions and the more significant speedups for empty vectors.

Add `absl_btree_prefer_linear_node_search`
Allow keys of `btree_set`, `btree_map`, `btree_multiset`, and `btree_multimap`
to opt-in to linear search (instead of binary search). Linear search was
used previously for arithmetic types with `key_compare` of `std::greater`
or `std::less`.
For example, this would be useful for key types that wrap an integer
and define their own cheap `operator<()`.

Simplify CordRepExternal allocation/deallocation.
I think this can save some memory when `Releaser` is empty and when on platforms where alignof(CordRepExternal) < (default `::operator new` alignment).
We no longer need the API requirement that alignof(Releaser) <= (default `::operator new` alignment).
Also remove another static_assert from a TODO in cord_internal.h and fix some warnings about calling std::move on a forwarding reference.

Update Linux latest toolchains, most notably to GCC 10.1
This create a new "hybrid" docker image that includes the latest
versions of both GCC and LLVM. Since the LLVM build targets Debian 10,
but Debian 10 uses an older version of libstdc++ that doesn't have
full C++20 support, the easiest solution is to use the GCC/Debian 10
base image from DockerHub and copy LLVM into it.
This also includes fixes to get the build working with the
new toolchains.

Improve FastUniformBits performance for std::minstd_rand.
The rejection algorithm was too pessimistic before, and not in line with the [rand.adapt.ibits]. Specifically, when sampling from an URBG with a non power of 2 range, FastUniformBits constructed a rejection threshold with a power-of-2 range that was too restrictive.
For example, minstd_rand has a range of
[1, 2147483646], which has a range of 2145386495, or about 30.999 bits.
Before FastUniformBits rejected values between 1<<30 and 2145386495, which includes approximately 50% of the generated values. However, since a minimum of 3 calls are required to generate a full 64-bit value from an entropy pool of 30.9 bits, the correct value for rejection sampling is the range value which masks 21 (0x7fe00000) or 22 bits and rejects values greater than that. This reduces the probability of rejecting a sample to about 0.1%
NOTE: Abseil random does not guarantee sequence stability over time, and this is expected to change sequences in some cases.

Update Abseil's internal Invoke() implementation to follow C++17 semantics.
Starting in C++17, when invoke'ing a pointer-to-member, if the object representing the class is a reference_wrapper, that wrapper is unpacked. Because we implement a number of functional APIs that closely match C++ standard proposals, it is better if we follow the standard's notion of what "invoking" means.
This also makes `absl::base_internal::Invoke()` match `std::invoke()` in C++17. I intend to make this an alias in a follow-up CL.

Remove the MockingBitGenBase base class in favor of type-erasure in BitGenRef.
In Abseil random, mocking was split across two different classes,
MockingBitGenBase and MockingBitGen. This split existed because Google Mock is a
test-only library that we don't link into production, so MockingBitGenBase
provided a low-overhead scaffold used to lookup mocks when in test code, but
which is unused in production code.
That has been replaced by type-erasure which looks for a method named
CallImpl with the correct signature.
Weaken the coupling between MockingBitGen, DistributionCaller, and MockOverloadSet.
Rename CallImpl to InvokeMock()
Previously, the implementation of DistributionCaller was also split across different files using explicit instantiation of the DistributionCaller struct and some details in the Mocking classes. Now Distribution caller uses the presence of the InvokeMock() method to choose whether to use the mockable call path or the default call path.

Let Cord::Cord(string&&), Cord::operator=(string&&),
Cord::Append(string&&), and Cord::Prepend(string&&) steal string data
and embed it into the Cord as a single external chunk, instead of
copying it into flat chunks (at most 4083-byte each).
Stealing string data is faster, but it creates a long chunk, which leads
to a higher more memory usage if its subcords are created and outlive
the whole Cord.
These functions revert to copying the data if any of the following
conditions holds:
- string size is at most kMaxBytesToCopy (511), to avoid the overhead
of an external chunk for short strings;
- less than half of string capacity is used, to avoid pinning to much
unused memory.

Avoid default value generator if default value expression is constexpr.
If possible, we detect constexpr-ness of default value expression and avoid storing default value generator in side of flag and instead set the flag's value to the value of that expression at const initialization time of flag objects.

Improve ABSL_ATTRIBUTE_PACKED documentation
Recommend to apply ABSL_ATTRIBUTE_PACKED to structure members instead of to an entire structure because applying this attribute to an entire structure may cause the compiler to generate suboptimal code. It reduces the alignment of the data structure from a value larger than one to one. When applied to a structure, ABSL_ATTRIBUTE_PACKED reduces the alignment of a structure (alignof()) to 1. As a result, the compiler can no longer assume that e.g. uint32 members are aligned on a four byte boundary and hence is forced to use single-byte load and store instructions on CPU architectures that do not support non-aligned loads or stores.

Separate the initialization of NumCPUs() and NominalCPUFrequency()
The OSS version of Abseil never needs to call NominalCPUFrequency().
In some configurations, initializing NominalCPUFrequency() requires
spending at least 3ms measuring the CPU frequency. By separating the
initialization from NumCPUs(), which is called in most configurations,
we can save at least 3ms of program startup time.

Enable building Abseil as a DLL.
This is currently experimental and unsupported.
This CL does a few things:
1. Adds the ABSL_DLL macro to any class holding a static data member, or to global constants in headers.
2. Adds a whitelist of all files in the DLL and all the build targets that are conglomerated into the DLL.
3. When BUILD_SHARED_LIBS is specified, any build target that would be in the DLL still exists, but we swap out all of it's dependencies so it just depends on abseil_dll

Removes the static initializer for LookupTables<absl::uint128>::kVmaxOverBase
Uses template specialization to hard code the resulting array.
Static initializers are problematic for a number of reasons. Not only
are they responsible for the static initialization order fiasco, but
they are in the critical path during program startup. For these
reasons, the Google C++ style guide strongly discourages them (and
forbids them when they are not trivially destructible), and Chromium
even has a test forbidding them.

Step 1 of 2 to fix our CCTZ fork to respect inline namespaces.
CCTZ uses a linker flag to simulate weak symbol support in MSVC. This takes the form of a #pragma that includes the mangled names of two types: the symbol to treat as weak, and the symbol to use as its default value if no override is provided.
When Abseil is configured to use inline namespaces, the mangled names of these symbols change, and the pragma should change to reflect that. Fortunately for us, MSVC name mangling is simple enough that we can generate the needed string literals in the preprocessor.
This CL introduces the new macros; the uses will be introduced in a follow-up CL.

This CL introduces following changes to the class FlagImpl:
* We eliminate the CommandLineFlagLocks struct. Instead callback guard and callback function are combined into a single CallbackData struct, while primary data lock is stored separately.
* CallbackData member of class FlagImpl is initially set to be nullptr and is only allocated and initialized when a flag's callback is being set. For most flags we do not pay for the extra space and extra absl::Mutex now.
* Primary data guard is stored in data_guard_ data member. This is a properly aligned character buffer of necessary size. During initialization of the flag we construct absl::Mutex in this space using placement new call.
* We now avoid extra value copy after successful attempt to parse value out of string. Instead we swap flag's current value with tentative value we just produced.

Try to become idle only when there is no wakeup.
Immediately after waking up (when futex wait returns), the current thread tries
to become idle doing bunch of memory loads and a branch. Problem is that there
is a good chance that we woke up due to a wakeup, especially for actively used
threads. For such wakeups, calling MaybeBecomeIdle() would be a waste of
cycles.
Instead, call MaybeBecomeIdle() only when we are sure there is no wakeup. For
idle threads the net effect should be the same. For active, threads this will
be more efficient.
Moreover, since MaybeBecomeIdle() is called before waiting on the futex, the
current thread will try to become idle before sleeping. This should result
in more accurate idleness and more efficient release of thread resources.

Migrate the Linux CMake tests from GCC 4.8 to the GCC latest
version. This will allow us to delete the GCC 4.8 test since that is
currently our only CMake coverage. This also means that we don't have
to update the script every time we move to a new minumum GCC version.
This change includes a fix for a -Wstringops-truncation warning in
symbolize_test.cc that triggers when it is built in release mode with
the latest GCC.

Follow CCTZ's lead and allow GetWeekday() and GetYearDay() to be
called with any civil-time type. A CivilSecond, for example, has
a weekday just as much as a CivilDay does.

Change absl::container_internal::CompressedTuple to instantiate its
internal Storage class with the name of the type it's holding, rather
than the name of the Tuple. This is not an externally-visible change,
other than less compiler memory is used and less debug information is
generated.

Do not directly use __SIZEOF_INT128__.
In order to avoid linker errors when building with clang-cl (__fixunsdfti, __udivti3 and __fixunssfti are undefined), this CL uses ABSL_HAVE_INTRINSIC_INT128 which is not defined for clang-cl.

Don't include `winsock2.h` because it drags in `windows.h` and friends,
and they define awful macros like OPAQUE, ERROR, and more. This has the
potential to break abseil users.
Instead we only forward declare `timeval` and require Windows users
include `winsock2.h` themselves. This is both inconsistent and poor QoI, but so
including 'windows.h' is bad too.
