integers.
This is a simplification but not a behavior change; we used to choose %u for unsigned ints, but %u and %d generate the same output for these types.

The non-RAW_ versions provide better output but weren't available when most of these tests were written.
There are just a couple spots where RAW_ is actually needed, e.g. signal handlers and malloc hooks.
Also fix a couple warnings in layout_test.cc newly surfaced because the optimizer understands CHECK_XX differently than INTERNAL_CHECK.

This shows that these are member functions that do not modify a class's data.

https://bugs.llvm.org/show_bug.cgi?id=38289 has been addressed since 2019.
We just have to check to see if the clang being used to compile with is any version before major version 9.

this parser for the static checker.
This fixes some outstanding bugs where the static checker differed from the
dynamic one.
Also, fix `%v` to be accepted with POSIX syntax.

Specifically, if a user were to add length modifiers with 'v', for example the
incorrect format string "%hv", the ParsedFormat would incorrectly be allowed.

types, including integer and floating point values. Users may now specify %v and have the format specifier deduced. Integer values will print according to %d specifications, unsigned values will use %u, and floating point values will use %g. Note that %v does not work for `char` due to ambiguity regarding the intended output. Please continue to use %c for `char`.

string-like types (support for other builtin types will follow in future changes). Rather than specifying %s for strings, users may specify %v and have the format specifier deduced. Notably, %v does not work for `const char*` because we cannot be certain if %s or %p was intended (nor can we be certain if the `const char*` was properly null-terminated). If you have a `const char*` you know is null-terminated and would like to work with %v, please wrap it in a `string_view` before using it.

This change introduces the symbol
ABSL_INTERNAL_NEED_REDUNDANT_CONSTEXPR_DECL
to guard redundant declarations of static constexpr data
members that are needed prior to C++17.
This change also introduces the symbol
ABSL_INTERNAL_CPLUSPLUS_LANG, which is supposed to be set
to the same value as __cplusplus, except it uses _MSVC_LANG
on MSVC so that the value is correct on MSVC.
Neither of these new symbols should be used outside of Abseil.
Fixes #1191

Remove the incorrect test for the availability of [[nodiscard]]
It should have been ABSL_HAVE_CPP_ATTRIBUTE(nodiscard) instead of
ABSL_HAVE_ATTRIBUTE(nodiscard). As a result, some code is not

test.
Recommend that C++17-only code use the standard [[nodiscard] directly.

9fc37c11b9e46287acef00ee06ed9adcba54dd13 by Greg Falcon <gfalcon@google.com>:
Rename absl::hash_internal::HashState to absl::hash_internal::MixingHashState.
Before this change, we had two classes named HashState: absl::HashState, the public API used for type erasure, and absl::hash_internal::HashState, the internal concrete implementation ordinarily used.
The internal class used to be named `CityHashState`, but we renamed it to `HashState` it when we changed underlying hash implementation to wyhash. This inadvertent naming conflict made the code much harder to read, and this change intends to undo that.

Improve speed of BlockingCounter by making its most common path lock free.
With the new implementation, the fast path of BlockingCounter::DecrementCount()
is only a fetch_sub operation. This is most times much more efficient than the
previous implementation (full mutex lock/unlock). As a matter of fact, in most
actual usecases in practice, the waiter thread is already waiting on the
Wait() call when DecrementCount() is called, which makes Mutex::Unlock() take
the slow path as there's a waiter thread that it might need to wake up.

Remove the InsertEnd benchmark.
This benchmark has significantly different possible behaviors that can result in misleading metrics. Specifically, we can have a case where we are deallocating the last node in the b-tree in the erase and then allocating a new node in the insert call repeatedly, whereas normally, we end up just inserting/erasing a value from the last node. Also, the name of the benchmark is misleading because it involves an erase and an insert, but the name only mentions the insert.

Stop testing with double-double random variables
On POWER, long double is often represented as a pair of doubles added
together (double-double arithmetic). We’ve already special-cased
double-double arithmetic in a number of tests, but compiler
bugs [1, 2, 3] have now triggered both false positives and false
negatives, which suggests testing with double doubles is unlikely to
yield useful signal. Remove the special casing and detect if we’re on a
double-double system; if so, just don’t test long doubles.

Fix float conversion for PPC.
In PPC `long double` is a double-double representation which behaves weirdly
wrt numeric_limits. Don't take `long double` into account when we are not
handling `long double` natively anyway.
Fix the convert test to always run the conversion even if we are not going to
compare against libc's printf result. This allows exercising the code itself to
make sure we don't trigger assertions or UB found by sanitizers.

Improve cache-locality for ThreadIdentity and PerThreadSynch.
This is a change based on an observation in RPC benchmarks that shows
significant cycles being spent in waking up a thread, 99.8% of which
was on cache misses. Investigating this a bit more, it turns out to
be due to sharing the cache line with the waiter state.
To fix this issue, the following changes are introduced:
- Reorder fields in PerThreadSync so that it fits in a single cache line
The size of this structure was 80 bytes before this change.
Note: Manually inspected all booleans to make sure they are not modified by
multiple threads concurrently.

Update Linux latest toolchains, most notably to GCC 10.1
This create a new "hybrid" docker image that includes the latest
versions of both GCC and LLVM. Since the LLVM build targets Debian 10,
but Debian 10 uses an older version of libstdc++ that doesn't have
full C++20 support, the easiest solution is to use the GCC/Debian 10
base image from DockerHub and copy LLVM into it.
This also includes fixes to get the build working with the
new toolchains.
