This makes MockUniform fail if the action is specified to return an out of bounds value.
Examples that will fail:
absl::Uniform(gen, 1, 4) -> 42
absl::Uniform(gen, 1, 4) -> 4: [1, 4)
absl::Uniform(absl::IntervalOpenClosed, gen, 1, 4) -> 1: (1, 4]
Examples that will pass:
absl::Uniform(gen, 1, 4) -> 3
absl::Uniform(gen, 1, 4) -> 1: [1, 4)
absl::Uniform(absl::IntervalClosed, gen, 1, 4) -> 4: [1, 4]
Special case: the empty range always returns its boundary, so this case passes:
absl::Uniform(absl::IntervalOpen, 1, 1) -> 1: (1, 1)
If this breaks your test, your test has a bug: it's relying on an absl::Uniform() call that returns an impossible value. The UnvalidatedMockingBitGen type temporarily exists to allow for disabling the validation to give a bit of time to fix the test, but this type will go away soon.

`absl::Uniform(tag, rng, a, b)` has some restrictions on the values it can produce in that it will always be in the range specified by `a` and `b`, but these restrictions can be violated by `absl::MockingBitGen`. This makes it easier than necessary to introduce a bug in tests using a mock RNG.
We can fix this by making `MockingBitGen` emit a runtime error if the value produced is out of bounds.
Immediately fixing all the internal buggy uses of `MockingBitGen` is currently infeasible, so the plan is this:
1. Add turned-off validation to `MockingBitGen` to avoid the costs of maintaining unsubmitted code.
2. Temporarily migrate the internal buggy use cases to keep the current behavior, to be fixed later.
3. Turn on validation for `MockingBitGen`.
4. Fix the internal buggy use cases over time.

A few of the different categories of errors I found:
- `Call(tag, rng, a, b) -> a or b`, for open/half-open intervals (i.e. incorrect boundary condition). This case happens quite a lot, e.g. by specifying `absl::Uniform<double>(rng, 0, 1)` to return `1.0`.
- `Call(tag, rng, 0, 1) -> 42` (i.e. return an arbitrary value). These may be straightforward to fix by just returning an in-range value, or sometimes they are difficult to fix because other data structures depend on those values.

In sanitizer mode, add generation integers to b-tree nodes and iterators and validate that iterators have not been invalidated already when they're used.
Even though generation integers are stored in all nodes, we only use the one stored in the root node for validation. The reason we keep one in all the nodes is that nodes can become a root node after they are allocated.
Also change the order of args in init_leaf to not violate the style guide.

This CL removes all uses of CordRepConcat. This change is executed by removing all the dead 'btree_enabled()' and 'IsConcat' branches, and all subsequent dead code. Propagate nice/strict/naggy state on absl::MockingBitGen.
Allowing NiceMocks reduces the log spam for un-mocked calls, and it enables nicer setup with ON_CALL, so it is desirable to support it in absl::MockingBitGen. Internally, gmock tracks object "strictness" levels using an internal API; in order to achieve the same results we detect when the MockingBitGen is wrapped in a Nice/Naggy/Strict and wrap the internal implementation MockFunction in the same type.
This is achieved by providing overloads to the Call() function, and passing the mock object type down into it's own RegisterMock call, where a compile-time check verifies the state and creates the appropriate mock function.

Increase the minimum number of slots per node from 3 to 4. We also rename kNodeValues (and related names) to kNodeSlots to make it clear that they are about the number of slots per node rather than the number of values per node - kMinNodeValues keeps the same name because it's actually about the number of values rather than the number of slots.
Motivation: I think the expected number of values per node, assuming random insertion order, is the average of the maximum and minimum numbers of values per node (kNodeSlots and kMinNodeValues). For large and/or even kNodeSlots, this is ~75% of kNodeSlots, but for kNodeSlots=3, this is ~67% of kNodeSlots. kMinNodeValues (which corresponds to worst-case occupancy) is ~33% of kNodeSlots, when kNodeSlots=3, compared to 50% for even kNodeSlots. This results in higher memory overhead per value, and since this case (kNodeSlots=3) is used when values are large, it seems worth fixing.

Rework absl::MockingBitGen internal mock registry.
Use a virtual base class with template-specialized derived classes to implement match method rather than taking the address of a function specialization and using casts everywhere.
This combines several of the previously type-erased pointers into a single object, eliminates the separate cleanup container previously used, and eliminates some gratuitous static_cast<>s.

Remove the MockingBitGenBase base class in favor of type-erasure in BitGenRef.
In Abseil random, mocking was split across two different classes,
MockingBitGenBase and MockingBitGen. This split existed because Google Mock is a
test-only library that we don't link into production, so MockingBitGenBase
provided a low-overhead scaffold used to lookup mocks when in test code, but
which is unused in production code.
That has been replaced by type-erasure which looks for a method named
CallImpl with the correct signature.
Weaken the coupling between MockingBitGen, DistributionCaller, and MockOverloadSet.
Rename CallImpl to InvokeMock()
Previously, the implementation of DistributionCaller was also split across different files using explicit instantiation of the DistributionCaller struct and some details in the Mocking classes. Now Distribution caller uses the presence of the InvokeMock() method to choose whether to use the mockable call path or the default call path.

Use FlagValue<T> to represent the value of a flag. Place it directly after
FlagImpl and use a computed offset refer to it.
The offset is computed based on the assumption that the `value_` data member
is placed directly after the impl_ data member in Flag<T>.
This change will allow us to migrate to `T`-specific storage in the generic case.
This change decreases the overhead for int flags by 32 bytes.

Deflaking MockingBitGen test. Because MockingBitGen can return random values,
it is inherently flaky. For log-unifrom, 2040 is a common enough value that
tests failed unreasonably frequently. Replacing it with a significantly larger
value so as to be much less common. 50000 is a good choice because it is (tied for) the least likely to occur randomly from this distribution, but is still in the distribution.

Remove construction tests for the internal `CompressedTuple<std::any>` instantiation. This was not guaranteed to work for the reasons that `std::tuple<std::any>` copy construction does not actually work by standard specification (some implementations introduce workarounds for this). In GCC9, `CompressedTuple<std::any>` and `std::tuple<std::any>` both fail for the same reasons, and a proper "fix" requires updating `std::any`, which is out of our control.

This CL introduces following changes to the class FlagImpl:
* We eliminate the CommandLineFlagLocks struct. Instead callback guard and callback function are combined into a single CallbackData struct, while primary data lock is stored separately.
* CallbackData member of class FlagImpl is initially set to be nullptr and is only allocated and initialized when a flag's callback is being set. For most flags we do not pay for the extra space and extra absl::Mutex now.
* Primary data guard is stored in data_guard_ data member. This is a properly aligned character buffer of necessary size. During initialization of the flag we construct absl::Mutex in this space using placement new call.
* We now avoid extra value copy after successful attempt to parse value out of string. Instead we swap flag's current value with tentative value we just produced.
