The layering_check feature ensures that rules that include a header
explicitly depend on a rule that exports that header. Compiler support
is required, and currently only Clang 16+ supports diagnoses
layering_check failures.
The parse_headers feature ensures headers are self-contained by
compiling them with -fsyntax-only on supported compilers.

This change introduces the symbol
ABSL_INTERNAL_NEED_REDUNDANT_CONSTEXPR_DECL
to guard redundant declarations of static constexpr data
members that are needed prior to C++17.
This change also introduces the symbol
ABSL_INTERNAL_CPLUSPLUS_LANG, which is supposed to be set
to the same value as __cplusplus, except it uses _MSVC_LANG
on MSVC so that the value is correct on MSVC.
Neither of these new symbols should be used outside of Abseil.

ARM64EC is a Microsoft-designed ARM64 ABI compatible with AMD64
applications on ARM64 Windows 11. The ARM64EC does not support
_umul128 and __rdtsc as x64 intrinsics, though it provides inline
function implementations for them, by emulation. Since the code
already has portable code paths without using the intrinsics,
instead of using the emulated intrinsic implementations, we use
the said portable code paths for ARM64EC.

* Removes the mathism "for some values of", which is probably not totally accessible to a general audience, and in any case needless verbiage.
* Fixes comments in the example.

Fix a bug in the right shift of negative numbers for the no_intrinsic code path
If the right shift was greater than or equal to 64 bits the the most significant 64 bit would always be initialized to zero. The code now initializes the most significant int64 to all ones if the architecture does arithmetic rights shifts and the number was negative.

Alternative bit mixer for LowLevelHash on ARM
LowLevelHash's bit-mixer is inefficient on ARM because it calculates a 128-bit product of two 64-bit numbers. On ARM, this requires a sequence of two instructions with a high combined latency and poor throughput. This change provides alternative bit-mixing code for ARM that uses only 64-bit arithmetic (multiplication, xor, and left-shifts) and speeds things up considerably.
The bit-mixing code for ARM was inspired by by Woothash[1] and xxh3[1]. Once I landed on a sequence of operations that provided good mixing, I used a test harness to search for the combination of shift / rotate factors that provided the best mixing, as indicated by SMHasher hash quality tests. The new mixing code passes 13 out of 15 of the hash quality test suites in SMHasher, with the two failures being in the noise range: e.g. 1 collision vs. zero expected in a keyset of ~8m keys.

s/round/rint/ in exponential_biased
`rint` differs from `round` in that it uses the current FPU rounding
mode. It’s thus potentially faster, since it doesn’t have to save and
restore FPU state. It also is more reflective of developer intent –
most developers expect all FPU operations to use the current rounding
mode, and having exponential_biased follow that rule seems ideal.

Skip floating-point edge-case tests when using an x87
32-bit Intel CPUs use 80-bit floats for intermediate values, which can
change the results of floating point computations from what we normally
expect. Identify tests that are sensitive to the x87, and skip them when
we’re on 32-bit Intel.

Reduce the cost of 'SetCordRep()`
This change inlines SetCordRep(), which is currently two stores and a branch, going forward a naked store. AssertHeld is only enforced for debug builds.
The intention here is not to reduce the 'actual' (or 'self') cost of SetCordRep() as it should only be called for sampled cords, but to reduce the cost of a branch and out of line call at the call site. The compiler can now 'perfectly inline' the single branch / store.

Remove the InsertEnd benchmark.
This benchmark has significantly different possible behaviors that can result in misleading metrics. Specifically, we can have a case where we are deallocating the last node in the b-tree in the erase and then allocating a new node in the insert call repeatedly, whereas normally, we end up just inserting/erasing a value from the last node. Also, the name of the benchmark is misleading because it involves an erase and an insert, but the name only mentions the insert.

Stop testing with double-double random variables
On POWER, long double is often represented as a pair of doubles added
together (double-double arithmetic). We’ve already special-cased
double-double arithmetic in a number of tests, but compiler
bugs [1, 2, 3] have now triggered both false positives and false
negatives, which suggests testing with double doubles is unlikely to
yield useful signal. Remove the special casing and detect if we’re on a
double-double system; if so, just don’t test long doubles.

Ignore missing CPU frequency on more architectures
Linux on MIPS, PA-RISC, RISC-V, and SystemZ doesn’t expose the nominal
CPU frequency via /sys, so don’t worry if `NominalCPUFrequency` returns
1.0 on those platforms.
Some POWER machines expose the CPU frequency; others do not. Since we
can’t predict which type of machine the tests will run on, simply
disable testing for `NominalCPUFrequency` on POWER.

Add flag for 'shallow subcord' feature for experimental ring buffer rollout
There is a potential trade-off of CPU cost vs over-sharing cord data for subcord of large cords. This flag allows making subcords shallow for ringbuffers (with a potential larger waste of referenced source cords), which allows us to make subcord fast for this apps that do no persist (unmodified / plain copied) sub cords.
This change also introduces constants for the default settings, intended to keep the internal cord settings concistent with external flags.

Add absl::Hash support for Cord. The hash function is heterogeneous with other string types: a Cord and a string with the same byte sequence will hash to the same value.
SwissTable types know about Cord, and will allow heterogeneous lookup (e.g., you can pass a Cord to flat_hash_map<string, T>::find(), and vice versa.)
Add a missing dependency to the cmake Cord target.

Improve ABSL_ATTRIBUTE_PACKED documentation
Recommend to apply ABSL_ATTRIBUTE_PACKED to structure members instead of to an entire structure because applying this attribute to an entire structure may cause the compiler to generate suboptimal code. It reduces the alignment of the data structure from a value larger than one to one. When applied to a structure, ABSL_ATTRIBUTE_PACKED reduces the alignment of a structure (alignof()) to 1. As a result, the compiler can no longer assume that e.g. uint32 members are aligned on a four byte boundary and hence is forced to use single-byte load and store instructions on CPU architectures that do not support non-aligned loads or stores.

Separate the initialization of NumCPUs() and NominalCPUFrequency()
The OSS version of Abseil never needs to call NominalCPUFrequency().
In some configurations, initializing NominalCPUFrequency() requires
spending at least 3ms measuring the CPU frequency. By separating the
initialization from NumCPUs(), which is called in most configurations,
we can save at least 3ms of program startup time.

Enable building Abseil as a DLL.
This is currently experimental and unsupported.
This CL does a few things:
1. Adds the ABSL_DLL macro to any class holding a static data member, or to global constants in headers.
2. Adds a whitelist of all files in the DLL and all the build targets that are conglomerated into the DLL.
3. When BUILD_SHARED_LIBS is specified, any build target that would be in the DLL still exists, but we swap out all of it's dependencies so it just depends on abseil_dll

This CL introduces following changes to the class FlagImpl:
* We eliminate the CommandLineFlagLocks struct. Instead callback guard and callback function are combined into a single CallbackData struct, while primary data lock is stored separately.
* CallbackData member of class FlagImpl is initially set to be nullptr and is only allocated and initialized when a flag's callback is being set. For most flags we do not pay for the extra space and extra absl::Mutex now.
* Primary data guard is stored in data_guard_ data member. This is a properly aligned character buffer of necessary size. During initialization of the flag we construct absl::Mutex in this space using placement new call.
* We now avoid extra value copy after successful attempt to parse value out of string. Instead we swap flag's current value with tentative value we just produced.

Add best effort support for compiling much of Abseil with MinGW.
This involves disabling ABSL_ATTRIBUTE_WEAK and adding link flags.
A change to CCTZ is still necessary.
Tests were not run yet, but most of them now build.

Add comments and relax memory orders in base_internal::CallOnceImpl.
Add a comment to document the memory order guarantee if
base_internal::SpinLockWait() is called and returns kOnceDone.
Add a comment for the load/store sequence in base_internal::CallOnceImpl
based on Mike Burrows' explanation.
The atomic load of 'control' in the #ifndef NDEBUG block does not need
std::memory_order_acquire. It can use std::memory_order_relaxed.
The atomic compare_exchange_strong of 'control' does not need
std::memory_order_acquire in the success case. It can use
std::memory_order_relaxed.

Switch the implementation of hashtablez to *only* work on platforms that have a
PER_THREAD_TLS.
The old case is very slow (global mutex) and nobody collects data from that
configuration anyway.

Removing a bunch of __restricts that amount to no performance differences. One
of these is the cause of https://github.com/abseil/abseil-cpp/issues/396. In
particular, in one of the Vector128Store functions, restricts on two pointers
that were indeed aliased seems to be the root cause of the issues.

An optimization for Waiter::Post() in the SEM waiter mode.
Like the FUTEX waiter mode, Waiter::Post() only needs to call Poke() if
it incremented the atomic variable from 0.
