Add support for absl::Hash to hash unordered containers. These can now be hashed directly, as well as combined in AbslHashValue implementations.
This also adds a new method, `H::combine_unordered()`, to the public AbslHashValue hash state API. This allows users to implement hash specializations for their own unordered collection types.
A traits class, `H::is_hashable<T>`, is also added to the hash state API. H::is_hashable<T>::value reflects whether type T is considered hashable by the AbslHashValue framework. This allows users to properly SFINAE templated versions of AbslHashValue. (The AbslHashValue implementation added to raw_hash_set shows an example of its use.)

Alternative bit mixer for LowLevelHash on ARM
LowLevelHash's bit-mixer is inefficient on ARM because it calculates a 128-bit product of two 64-bit numbers. On ARM, this requires a sequence of two instructions with a high combined latency and poor throughput. This change provides alternative bit-mixing code for ARM that uses only 64-bit arithmetic (multiplication, xor, and left-shifts) and speeds things up considerably.
The bit-mixing code for ARM was inspired by by Woothash[1] and xxh3[1]. Once I landed on a sequence of operations that provided good mixing, I used a test harness to search for the combination of shift / rotate factors that provided the best mixing, as indicated by SMHasher hash quality tests. The new mixing code passes 13 out of 15 of the hash quality test suites in SMHasher, with the two failures being in the noise range: e.g. 1 collision vs. zero expected in a keyset of ~8m keys.

duplicated from the AArch64 support with alterations for the ELF RISCV psABI.

s/round/rint/ in exponential_biased
`rint` differs from `round` in that it uses the current FPU rounding
mode. It’s thus potentially faster, since it doesn’t have to save and
restore FPU state. It also is more reflective of developer intent –
most developers expect all FPU operations to use the current rounding
mode, and having exponential_biased follow that rule seems ideal.

Skip floating-point edge-case tests when using an x87
32-bit Intel CPUs use 80-bit floats for intermediate values, which can
change the results of floating point computations from what we normally
expect. Identify tests that are sensitive to the x87, and skip them when
we’re on 32-bit Intel.

Remove endian-sensitivity from hash slow path
Prior to this commit, the Abseil hash fast path was endian-agnostic, but
the slow path assumed a little-endian platform. Change the slow path to
be endian-correct, ensuring that values produced by the fast and slow
paths are equal even on big-endian systems.

Uses Wyhash in the implementation of absl::Hash for hashing sequences
of more than 16 bytes on some platforms.
Due to the per-process randomization of the seed used by absl::Hash, users
should not notice this change, other than possibly getting better performance.
This change only affects platforms where absl::uint128 is implemented
with an intrinsic (and where sizeof(size_t)==8) since Wyhash relies on
fast 128-bit multiplication for speed.

On macOS, `mem_alloc` is defined like this:
rpc/types.h:86:#define mem_alloc(bsize) calloc(1, bsize)

Remove the dependency of //absl/hash on //absl/strings:cord.
The `AbslHashValue` definition should reside in cord.h, but the implementation currently needs internal details from the hash library. This CL changes the way that Cord gains access to those internals. Note that PiecewiseCombiner remains an internal namespace API, and we still reserve the right to make changes to it.
The cord_benchmark shows no statistically significant changes in hash<Cord> performance with this change.

Add absl::Hash support for Cord. The hash function is heterogeneous with other string types: a Cord and a string with the same byte sequence will hash to the same value.
SwissTable types know about Cord, and will allow heterogeneous lookup (e.g., you can pass a Cord to flat_hash_map<string, T>::find(), and vice versa.)
Add a missing dependency to the cmake Cord target.

ResetThreadIdentity does not need to clear identity->waiter_state.
ResetThreadIdentity is only called by NewThreadIdentity. NewThreadIdentity is
only called by CreateThreadIdentity. CreateThreadIdentity calls
PerThreadSem::Init, which initializes identity->waiter_state, immediately after
calling NewThreadIdentity. Therefore ResetThreadIdentity does not need to clear
identity->waiter_state.

Delete the f->header.magic check in LowLevelAlloc::Free().
The f->header.magic check in LowLevelAlloc::Free() is redundant, because
AddToFreeList() will immediately perform the same check.
Also fix a typo in the comment that documents the lock requirements for
Next(). The comment should say "L >= arena->mu", which is equivalent to
EXCLUSIVE_LOCKS_REQUIRED(arena->mu).
NOTE: LowLevelAlloc::Free() performs the f->header.magic check without
holding the arena lock. This may have caused the TSAN data race warning
reported in bug 143697235.

Accept vector<bool>::reference in StrCat and friends.
Converting vector<bool>::reference to alphanum requires
two user defined conversions, which isn't allowed.

Remove need for `Windows.h` header in `waiter.h`
Ideally we never want to drag in `windows.h` because it's non-modular and hijacks global identifiers like `ERROR` and `OPAQUE`.
This patch changes our waiter implementation to store char buffers for `SRWLOCK` and `CONDITION_VARIABLE` instead of the types directly.

This comes from the gcc6 bugfix that made dummy as big as T. Because constexpr constructors are required to initialize all members of a struct, we cannot prevent this in a standard-compliant way as soon as dummy has any members (note that clang will happily accept adding a `constexpr dummy_type() {}` constructor...

This all stems from the fact that we're constructing an object by using placement new on dummy_. The solution I'm using here is to do the placement new on the actual data_. This creates a new issue in when T is volatile, because we can no longer use `&data_` to do the placement new. The solution I'm using here is to make data_ a non-const and non-volatile T, and only provide fully possibly qualified access through `reference()` accessors. I think this correctly prevents UB.

Currently all this does is add -ignore:4221 to Abseil msvc builds, but the structure is all in place to add more link options when necessary

Note: This CL changes tact for us in that it puts the default options in the helper function as opposed to the invocations of absl_cc_blah. The original intent of keeping these out of the helper functions was to make generating the CMakeLists.txt files have a smaller diff, but looking now that is a problem for the future, and small compared to making maintenance and use of our CMake buildsystem easier

Generate Abseil compile options. The single source of truth is now absl/copts/copts.py
The way this works goes something like this:
copts.py acts as the configuration file. We use python because unlike JSON it allows comments. It has two maps in it: one from names to external flags, and one from names to internal flags.
generate_copts.py imports the maps and loops through them to write GENERATED_copts.bzl and GENERATED_AbseilCopts.cmake
AbseilConfigureCopts.cmake and configure_copts.bzl import their respective copts args and set the platform-appropriate copts into ABSL_DEFAULT_COPTS, ABSL_TEST_COPTS, ABSL_EXCEPTIONS_FLAG, and ABSL_EXCEPTIONS_LINKOPTS
For Bazel, each BUILD file load()s configure_copts.bzl
For CMake, AbseilHelpers.cmake include()s AbseilConfigureCopts.cmake to get the final copts and both inserts them as needed into legacy target rules and also makes them available to the rest of our CMakeLists.txt file. We may instead want to include() AbseilConfigureCopts.cmake directly into each CMakeLists.txt file for consistency, but I'm not sure what the deal is with cmake and include guards, or if they are even needed. That's also not as idiomatic -- CMake tends to use directory scope where globals set at a higher level CMakeLists.txt file are used in the subdirectory CMakeLists.txt files.
