Update install source for pkg-config files
Abseil 20210324.1 respects multiarch when installing pkg-config files
now, so we don’t need to install them from usr/lib/pkgconfig. This
means we don’t need debhelper 13 (see
9c4d4dbaa118a180f6d0e681dfe89efd22ae1cf4), so go back to
debhelper-compat 12.
